Importance This article examines the problems of spatial organization of economy and management of territories of new economic development in Russia and discusses the issues of development and practical application of new organizational and economic solutions and decisions.
Objectives The article aims to develop approaches to the management of sustainable development of new economic development areas in the context of the transition to an innovative economy.
Methods For the study, we used the methods of comparative and systems analyses, and empirical data on innovative economic development regions of Russia.
Conclusions With regard to the areas' economic development, innovative solutions can be implemented in more effective forms of spatial organization of economy and management of regional development, and in modern technologies, expanding opportunities to engage new resources, as well. The article concludes that an integrated approach to the management of territories' sustainable development can be effective. It recommends focusing on harmonious changes in the quality of life and economic activity of the population.


Quality assessment of regional strategies for development in Russia

Importance The article deals with the problems and peculiarities of strategic and target planning system in the regions of the Russian Federation.
Objectives The purpose of the article is to analyze the role, lines and significance of regional strategizing.
Methods For the study, we used our own methods of qualitative assessment of strategic planning at the regional level, as well as economic-statistical and comparative research methods.
Results We assessed the quality of the development of regional development strategies in the Russian Federation and propose certain adjustment to the Federal Law On Strategic Planning in the Russian Federation of June 28, 2014 № 172-FZ.
Conclusions and Relevance We concluded that strategic planning at the regional level as a mechanism to manage the socio-economic development of the territory is used very insufficiently. We note that the main task in setting a system of strategy planning in the Russian Federation is to improve the quality and consistency of strategy-planning documents based on the best practices of the regions.


Foreign and domestic experience of State support of development of territories

Importance In a federal State-building and significant spatial differences in the economy and the living standards of the population of Russia, the regional policy aimed at supporting socio-economic development of the territories is very important. But the lack of effectiveness of this support explains the relevance of studying international experience of regional policy, which can be used in addressing the relevant problems in Russia.
     Objectives The aim of this study is to examine the approaches existing in different countries to the implementation of regional policy, including the choice of priorities and support to regional development from the perspective of a possible application in Russia.
     Methods The study is based on the methods of a comparative analysis and systematization.
     Results The analysis suggests that many of the approaches and instruments of regional policy, used abroad, have found application in the management of regional development in Russia. However, to date, there is no solution to a number of significant problems of the Russian economy: no reduction of the accumulated territorial imbalances of the national economy over decades; no clear economic policies with respect to remote northern and eastern areas of the country experiencing an acute shortage of manpower; no clear and consistent policy and spatial planning system that would reconcile the interests of the State and regions, etc. In addressing all these issues in the framework of targeted regional policy should increasingly rely on foreign experience.
     Application The material of the article is addressed to professionals in the field of development management of territories and can also be used in the learning process when examining the subject of "Regional Economy".


Evaluation of the effectiveness of regional target programs implementation: the Tyumen region case study

Subject The article deals with the problems and peculiarities of formation of regional target programs at the present time. The subject of the research is the program-target planning system in the regions of the Russian Federation.
     Objectives The purpose of the article is a review of the evaluation of the effectiveness of program planning in the constituent entities of the Russian Federation using the experience of the Tyumen region.
     Results The authors have analyzed the impact of the changes made in the budget code of the Russian Federation concerning the mandatory transition of regions to State programs on the regional program and budget process. The authors found that the formation of new-type programs (State and municipal) requires serious changes in regions target planning and improving the quality of regional programming. The authors developed a technique to evaluate the effectiveness of programs at all stages of the product life cycle, from creation to implementation monitoring. The authors applied the methodology to assess the effectiveness of long-term target programs of the Tyumen region for 2012-2013 and 2014-2015 timeframe.
     Conclusions and Relevance The analysis of the programs and the results of the assessment confirmed the need to establish new mechanisms of the system program management. These mechanisms should include strengthening of goal-setting and an integrated approach to programs and activities, taking into account the targets, resources, timelines and performers. Also, updating and making adjustments in program documents are necessary as deviations from the projected targets arise. In addition, the mechanisms should contain criteria of increase of program manageability and regular assessment of the effectiveness and contribution to the development of the economy. And finally, new mechanisms for program management should strengthen the responsibility of officials for ineffective programs.
