The role of the tourism industry in the Russian economy

Importance The article overviews such areas of the Russian economy as agriculture and tourism. Machine-building, energy, finance and information technologies are regarded as sectors that are attractive for investors in Russia. Before the revolution in the early 20th century, more than a half of Russia's export accounted for agriculture, with the significant and positive balance of foreign trade. So, it proves that the national agricultural sector has considerable potential, which may be effectuated with a due approach and efforts.
     Objectives The objective of the article is to evaluate a possible role and position of the tourism industry in modern Russia. For this, we performed a detailed analysis of issues and prospects of its development.
     Methods The research uses a wide spectrum of quantitative and qualitative methods of analysis, and retrospective, structural, functional and systems approaches.
     Results We conclude that the Russian tourism focuses on domestic tourism, being able to overcome the crisis within a shorter period of time and boost growth in Gross Domestic Product. As one of the main reasons for low efficiency of tourism, we indicate the insufficiently developed infrastructure, many other challenges of the industry. The difficulties in the industry could be solved if there were roads of appropriate quality.
     Conclusions and Relevance To strengthen tourism in the Russian economy, the State should actively create an infrastructure (transportation infrastructure, first of all) throughout the country, rather than in the central regions only. The analysis of issues and opportunities of the Russian tourism industry may be useful to formulate investment programs for regional development.

The world market of distance learning is actively evolving, aided by the development of information technology (IT) and the growth of the Internet audience. Successfully using advanced technologies are rapidly evolving open European and American universities. In Russia the issue of widespread use of remote technology has not yet been settled in full. Although, according to TNS Gallup, more than 60% of Russian students are actively using the Internet.

In the article the main factors affecting the investment climate of the country its industry and the regional structure are analyzed,. It is concluded that increasing the attractiveness of the regions in the European part of the country, due to the concentration of these major scientific, technical, and financial centers. In the branch structure as the most attractive investment continues to be exportable sector fuel and raw materials complex.

In the article the results of research of the contents and features of development of the region are presented as ecology-economic system. The analysis of a duality of diagnostics of this system within development and realization of strategy of management by the region is given. The ecology-economic system with coherent entropy and coherent management is considered. The interrelation of a triad "an attractor - stability loss - the bifurcation period" with a triad of conditions of components of diagnosed system "norm - a transition state - pathology" is shown.

Importance The article considers the problem of State support for agricultural entrepreneurship in recession of the Russian economy.
Objectives The study aims to determine the extent of the impact of Government support for agriculture on various indicators of activity of agro-industrial business, and develop certain effective-support measures for agricultural enterprise.
Methods In this work, we used a system approach, comparative and statistical analyses, and hypothetical-deductive and analytical methods.
Results We have determined the degree of impact of public support to agriculture on the various indicators of activity of agro-industrial business. We propose certain effective measures of State support for agricultural enterprise.
Conclusions and Relevance We conclude that the current State support for agricultural enterprises is imperfect. The study results and proposed measures shall be useful for new Government policies to support agriculture.


Not passing "bifurcation cascade" of the Russian region's development trajectory: causes and consequences

The article considers existing goals and objectives path of the evolution of Russian society, the state, socio- economic and environmental components of life as a whole country, and its separate territorial entities. The authors note that the scientific community and public sector use of system- synergetic approach to problem solving strategic control of the regions and formation of triad "concept - strategy - program" for each territory of the whole country. The work shows that applying a cyclical approach to identifying, measuring the evolution trajectory of the Russian regions as existing conditions and prerequisites of evolution testify to steady bifurcation stage of life cycle of our "civilization". The paper discusses system approach for definition of priorities of strategic management by the Russian regions taking into account universal tendencies and prospects.


A strategic model of industrial enterprises' adaptation to external environment conditions

Under current conditions of global transformation processes, high dynamism and competition, the problems of adapting industry to the external environment play a pivotal role in the system ensuring effective business operations of economic entities. There is an objective need to study the mechanism of economic entities' adaptation, to analyze its individual components and to develop application tools for its implementation. The author believes that the main tool to implement the adaptation processes is an adaptation strategy. As a result of increased interest of scientists in this area during recent years, numerous publications on adaptation of industrial plants to external environment have appeared. However, the coverage of developing a strategic model of adaptation remains insufficient. This fact makes the article rather relevant. The article examines the key characteristics of external environment, analyzes and summarizes approaches to the implication of adaptation, and considers the features of adaptive culture. The author has developed a model to underpin the strategy of adaptation of an enterprise to external environment based on the characteristics of the environment and the enterprise potential. There is a substantiation of the mechanism of calculating adaptability ratio as an integral parameter of the overall capacity of an enterprise to realize its adaptation.


Innovative technology in the investment project: how to evaluate know-how

Importance The article focuses on the evaluation of a unique technology, which is acquired to implement a large industrial investment project.
     Objectives The research enriches the evaluation methods, which can be applied in identical situations when intellectual property is acquired for the development of new production. We also investigate, analyze and select approaches and methods for evaluating an absolutely new technology.
     Methods We used a systems approach to analyze the subject of the research and select the most appropriate evaluation method. The know-how value was estimated in line with the Methodological Recommendations for evaluating the efficiency of investment projects.
     Results We examined the existing approaches and methods for evaluating intellectual property under various economic circumstances. We chose the know how evaluation method for developing industrial investment projects. The practical part presents our computations and value estimates the investor used in the deal.
     Conclusions and Relevance The research is of practical significance as it provides a methodological framework for investment projects with significant intellectual property as the country needs. The income approach should be used to evaluate the know how as the effect of the investment project. The estimated value of the know how as the effect of a brownfield investment project take the economic situation into account.
