In the article the factors factors affecting the socio-economic development of the Russian regions.are investigated. The prospects of their economic growth caused by institutional transformations of a transitional economy are estimated. The comparative analysis of process of adaptation of the Russian regions to market economy is carried out. The main attention is paid to the factors connected with a geographical position. In many ways this situation influences rates of reforming of the each region separately.

Differentiation of social and economic development of regions leads to uneven distribution of investments. Many regions lose investment appeal. In the article dynamics and level of investments into fixed capital in the North Western federal district and their influence on average per capita indicators of VRP, the population income is considered. The role of investments into economy modernizations is shown.

Subject This article examines the level of development of the Russian regions with special economic zones. In particular, it studies the socio-economic results of development of the Russian Federation subjects, where preferential tax treatment of entrepreneurial activity is introduced.
Objectives The article aims to determine the effectiveness of fiscal policy in the regions of the Russian Federation that apply measures of incentive nature.
Methods The information base of the research includes the data of the Federal State Statistics Service, information published in domestic and foreign editions, and the information presented on the Internet.
Results The article presents the results of the review of investment development of special economic zones in Russia for the period 2005–2015 and the legislation regulating their activities.
Conclusions The presence of SEZ residents and the positive trend of investment development in the regions confirm the positive impact of the new business regime on the inflow of investments in general.


Cost of energy resources as a factor of interregional differentiation of Russian regions

Importance The article deals with the study and analysis of interregional differentiation of Russian regions, and identifies its determinants.
Objectives The purpose is to review the dynamics of Russian regions, define indicators determining the level of socio-economic development, identify interregional differentiation of Russian regions, evaluate the level of interregional differentiation in current prices, and calculate an indicator of differentiation (GRP per capita) in comparable prices.
Methods I offer an approach using the calculation and analysis of Gini coefficient in both current and comparable prices. Methodological tools of the research involve mathematical methods of statistical data processing.
Results The obtained result enables to explore and evaluate the level of interregional differentiation of Russian regions, to determine the impact of the cost of natural resources on the level of interregional differentiation over time. The findings may be applied for developing the concept of socio-economic development of territories.
Conclusions and Relevance Spatial heterogeneity and interregional inequality of most territories determine the specificity of entire economic policy. In current economic conditions, the understanding and use of competitive advantages of territories help examine the process of region's development and assess the impact of decisions by regional authorities.

Subject The article studies and analyzes the comparative advantages of individual border territories in the system of international relations, and identifies the prospective areas in foreign economic cooperation of neighboring States.
Objectives The article aims to describe the general situation in the individual national markets.
Methods For the study, we used a methodology of studying and evaluating a number of comparative advantages of adjacent areas: Russia, Finland, and the Northwestern Federal District of the Russian Federation.
Results On the basis of the obtained and compared data, we have calculated the trade openness index to measure the level of foreign economic activity and analyzed the tourist flows in the studied territories.
Conclusions and Relevance In the context of globalization of integration processes in global society, there is a steady tendency of strengthening of competitive relations for financial, human, information, and other resources. The results obtained can be applied when developing the concept of development of trade relations and trade policy. Comparison of trends and factors in the development of the Northwestern Federal District of the Russian Federation, Russia and Finland may help provide the possibility to find better ways of mutually beneficial cooperation of these territories at the national and regional levels.


Principal mechanisms for developing border areas: economic and social considerations (evidence from Russia and Finland)

Importance Currently, establishing the cooperation with neighboring States constitutes one of the most vital priorities for the development of border regions. Sustainable development of those regions requires more intensive integration of markets and involvement in the cross-border cooperation.
Objectives The research examines and evaluates some economic and social indicators reflecting the development of regions in the neighboring States with different economic policy. The research focuses on the economic level of the border regions of Russia and Finland, which is evaluated through various economic and social indicators.
Methods The research relies upon the public domain statistical data on Russia and Finland.
Results I performed a comparative analysis through some economic and social indicators of border regions in different time periods and compared economic and social indicators of border regions' development. I evaluated the development of the border regions on the basis of classical methods for economic disparity assessment.
Conclusions and Relevance The research into basic indicators provides a general view of socio-economic development of border regions and its trends. The research brings scientific novelty as it examines and compares economic and social factors that specifically describe the border regions. The regional development has been considered at the cross-national level, rather than cross-regional one.


Trans-regional differentiation of subjects of the Russian Federation

The Russian Federation regions considerably differ in terms of economic structure, natural resource potential, economic and geographical position, basic level of regional development, dynamics of population and other factors. Thus, the rates of social and economic development of the Russian regions during market transformations were different, though the regions experienced identical external influence. As a result, there exists an increase in regional inequality, which creates certain problems for the State: economic and social tension; possibility of disintegration of the national economy. It is expedient to investigate the dynamics of regional inequality and identify its specifics. The author has analyzed the dynamics of interregional distinctions of the Russian regions by per capita GRP in current and comparable prices. While studying interregional distinctions of the Russian regions, the author applied the methods and tools used for modeling σ-convergence and β-convergence. The author has also considered the regularities of change in the indicator that characterizes the level of territory development. The research has demonstrated a change in the tendencies of interregional inequality of the Russian regions during various periods of 1990-2011. The analysis of σ-convergence and β-convergence revealed an unequal condition of tendencies in current and comparable prices. According to this circumstance, the inequality in economic development of the Russian regions during the studied period has its specifics. The analyzed period demonstrated different dynamics of per capita GRP in current and comparable prices.


Analysis of the impact of resource concentration on the development of regions of the Northwestern Federal District

Subject The process of recourse concentration is increasingly influencing the dynamics of regional development. The uneven concentration of production factors leads to increased differentiation of Russian regions.
     Objectives The objectives are to study the extent of production factors' concentration on regional development, to find adequate mechanisms for resource redistribution to smooth spatial inequality.
     Methods We used econometric techniques to analyze the investment inequality of regions of the Northwestern Federal District, and performed the comparative analysis of their investment activity.
     Results We showed the gap between the regions in terms of investment in fixed capital by using the Gini coefficient and the Lorentz factor. The paper discusses theoretical and methodological aspects of the capital concentration theory, assesses the role of concentration of industrial and banking capital for successful development of enterprises in extremely competitive environment. Different theoretical approaches enable to estimate the concentration process, to identify the areas of territorial attraction of resources, both material and human, and to predict the consequences of resource transfer and concentration at the national economy level from the standpoint of the interests of regions and the population.
     Conclusions and Relevance We conclude that the differentiation of socio-economic development of the regions is caused by different capacity for the concentration of production, which depends on a number of factors, including government regulation of resource allocation.
