Subject The article discusses the resource-intensive areas of economic activities based on regional resource and economic characteristics.
Objectives The article aims to analyze the features of the new development regions in the context of setting priorities for environmental policies in the context of revitalizing of economic activity.
Results The most important element of regional policy is the environmental one. The paper proposes a definition of regional environmental policy. It shows that the direction of the policy realization is determined by natural-resource characteristics and peculiarities of the territory development. The article highlights the peculiarities typical of the new development territories only, which coordinate the basic directions of the policy. The article says that the leading direction of regional environmental policy to execute strategic plans, is to bring the territorial structure of the economy in line with its resource base, geosystem-based organization of natural complexes, and geopolitical situation as to cross-border regions.
Conclusions and Relevance Given the peculiarities of territory development, the specifics of the existing structure of the economy and future directions as well, a special place in regional environmental policy is given to the environmental planning of the territory, finding the optimal ratio of commercially used land and environment-forming (conserved) land. The results of the research are the basis for the development of environmental strategies of regions, which economies are based on the resource-oriented industries.

Importance The article reveals the problems of natural recreational-resources and medical tourism development in the Far East. The territory of the Khabarovsk Krai is a case study to reveal the possibility of using the natural potential for development of health tourism.
Objectives The paper aims to provide a rationale for the development prospects of medical tourism and its socio-economic significance for the regions of new development.
Methods A geo-ecological analysis of the natural potential of the Khabarovsk Krai territory serves as a methodological basis of the research.
Results The evaluation made makes it possible to identify the strengths and weaknesses of the recreational opportunities of the Khabarovsk Krai; it reveals the importance of the tourism industry in the economy of the territory and determines its resource capabilities for this kind of tourism.
Conclusions and Relevance We prove that the creation of a health-resort-recreation system based on local natural objects is a challenge due to high socio-economic importance, including the possibility of developing the related industries as a result of the implementation of cluster initiatives. The results of the research can be used by local authorities, tourism enterprises. We recommend further research in the area of economic evaluation of therapeutic potential.

Subject This article deals with the issues of environmental preferences in the field of functioning of the priority social and economic development areas in the Far Eastern Federal District of Russia.
Objectives The article aims to show the current situation in the formation of priority social and economic development territories on the basis of a brief analysis of the green economy conceptual provisions, taking into account the region's particular nature.
Results The article presents the results of a brief analysis of certain provisions of the concept of green economy from ecological position. It shows that the perspective plans of development of the Far Eastern regions practically ignore the principles of green economy. The article considers the actual situation in the development of priority social and economic development areas in the Khabarovsk Krai.
Conclusions The development of a green economy of regions with a high share of raw materials in the structure of the economy introduces fundamentally new approaches to the formation of a strategy for their development, focused on strengthening the importance of the ecosystem organization of economic activities. At present, the priority social and economic development areas are the basis for solving the government's problems in diversifying the region's economy. The first results of realization of the projects of creation of the priority social and economic development areas in the Khabarovsk Krai allow to note the progress in transformation of the production structure.

Importance Sustainable development of the urban area necessitates devising a model for the city development, which would integrate economic and environmental stabilization functions of land in accordance with standards, being agreed at each level, thus creating appropriate living conditions for population. Currently, cities of the Far East sacrifice environmental conditions for their economic development. The population faces poor residential conditions, low quality of the urban environment, notwithstanding affluent open space.
Objectives The objective of the research is to detect the main issues of organizing open space in the Far Eastern cities. The article illustrates the case study of the city of Khabarovsk. If those issues are addressed properly, it will improve the environment of the city and bring it in line with sustainable development standards.
Methods The research employs various methods of economic research, including observation and collection of facts, modeling, analysis, synthesis, systems approach, etc.
Results Contemporary city planning documentation has been found to mention comprehensive urban development but it mainly focuses on construction and development of industrial facilities and utilities engineering. The article displays the main difficulties in organizing open space of the urban area. The region's legislative framework on environment is insufficiently developed, with environmental assessment criteria for urban areas still missing.
Conclusions and Relevance If issues of organizing open space in the Far Eastern cities are addressed and resolved, it will contribute to the favorable urban environment for citizens. Furthermore, Khabarovsk City Administration will be able to successfully attract investment and tourists and gain certain recognition and respectable status for the city.
