A Countercyclical Model of Formation of Loan Loss Provisions Is a Necessary Condition of the Banking Sector Stability

Subject The article examines the correlation between the bank's interest policy and the formation of loan loss reserves in the context of ensuring the financial stability of the credit institution.
Objectives The article aims to analyze the interest rate policy of banks and loan loss provisions formation, identify problems in this area, and develop a model of provision formation that meets the requirements on the banking sector stability in a better way.
Methods For the study, I used the systems approach, methods of comparative and quantitative statistical analyses, and expert appraisal techniques.
Results The article proposes certain measures to improve the interest rate policy of banks and a model of loan loss provisions formation, which will allow to overcome the procyclical nature of provisions formation and contribute to the maintenance of banking sector sustainability.
Conclusions and Relevance The significant problem of ensuring the financial stability of the banking sector is the lack of direct connection between the high risk premium and the formation of a real source of loan repayment. The research results are expedient to use for the improvement of banking regulation.


Asset concentration as a systemic risk source in the banking sector

Importance The article addresses risks inherent in asset concentration as a factor of systemic risks in the banking sector.
Objectives The purpose of the study is to develop specific measures to reduce the systemic risk exposure of the banking sector based on the analysis of Russian an international practice of risk concentration.
Methods In the research, we apply a systems approach, a comparative analysis and expert evaluations.
Results We determined the effect of asset concentration as a factor of systemic risks of the banking sector, identified major problems related to regulatory restrictions of large exposures in the Russian banking practice, and proposed measures to improve banking regulation to the extent of major risk identification and control.
Conclusions and Relevance The Russian banking sector is rather susceptible to systemic risks. One of major sources of systemic risks is asset concentration at the micro- and macro-level. The paper offers measures to improve the regulation of large risks, namely, to introduce risk limitation based on the credit quality of financial instruments, to consider the economic interrelation when identifying the groups of related counterparties.


The Basel III International regulatory framework: How to combine the soundness of the banking sector and challenges of economic growth?

Importance The article considers the first results of implementing the Basel III International Regulatory Framework by the Russian banking sector under instability and increasing problems in the Russian financial sector.
Objectives The aim is to study the implications of implementing the Basel III Accord by the Russian banking sector and to develop measures enabling to improve the banking regulation in Russia.
Methods The research draws on a systems approach, comparative analysis, expert evaluations, and elements of quantitative statistical and correlation analysis.
Results The paper focuses on the practical aspect. I identified the major problems related to the Basel III Accord implementation in Russia, formulated the areas for optimization of bank operations to comply with the regulatory requirements. The paper offers measures to mitigate negative effects of Basel III implementation for Russia.
Conclusions and Relevance Basel III regulatory framework aims at improving the banking sector stability. However, its realization requires a number of conditions, i.e. sound economy, flexible banking regulation, transparent banking operations. I expect a slowdown in lending to be a possible adverse effect of Basel III on the Russian economy. In general, the implementation of Basel III alone will not be effective for Russia without improving the practice of estimated loan losses and creating provisions for bad loans.

In the article according to the results of the continuous inspection of the activity of the subjects of small and average enterprise in 2010 g. analysis is carried out, and estimation of the development of small enterprises in the comparison with the sums of analogous continuous inspection in 2000 is given. Subject The article considers social enterprise as an object of scientific research, financing and taxation, and analyzes changes in the structure of financial support to social entrepreneurship on the case of different types of institutions.
Objectives The study aims to underpin the criterion of classification of non-profit organizations operating in the social sphere to social entrepreneurship entities, identify trends in the structure of financial backing for health care and educational institutions, assess the tax mechanism of social entrepreneurship support.
Methods The study employs dialectics and systems approach in the analysis of business. Using the structural-and-logical method, we identify subjects of social entrepreneurship with special mechanism of financial support and tax incentives.
Results Social entrepreneurship is a special segment in the modern market economy along with commercial, industrial and financial entrepreneurship. Its entities in the form of unitary non-profit organizations, State and municipal institutions may have additional income from income-generating activities, in addition to budget subsidies to fulfill State (municipal) jobs. The criterion for inclusion in the social entrepreneurship category is the availability of additional income from charged services. To encourage private social entrepreneurship, tax incentives have been provided since 2011.
Conclusions We propose to set a limiting value of earnings from income-generating activities for budgetary institutions, which should not exceed the amount of budget subsidies to fulfill State (municipal) jobs. An overlimit shall be a basis for moving the budgetary institution to the autonomous category.
