Marushchak I.V. Volgograd State University, Volgograd, Russian Federation ( )

Journal: Economic Analysis: Theory and Practice, #9, 2017

Importance The article presents a unique quantitative and qualitative assessment of the status of major Russian transactional industries and prospects for their development, subject to social and economic changes in the modern Russian economy. The assessment is held for the first time in the Russian Federation.
Objectives The purpose of the study is to review the present condition of transactional industries and present proposals for enhancing their strategic regulation in Russia.
Methods The study employs elements of institutional, evolutionary, systems, statistical and comparative analysis, and general scientific methods of analysis.
Results I analyze transactional industries' development trends and provide recommendations for improving the statistical support to the service sector. The paper formulates eight main areas of strategic regulation of transactional industries in Russia.
Conclusions The study reveals considerable asynchrony in the development of certain transactional industries, formulates problems of detailed analysis of trends in the transaction sector development. These problems are caused by imperfect gathering and placement of statistical data, excessive generality of the latter, the lack of disaggregated data on certain branches of the sector. The paper underpins the need for strategy development for all transactional industries, emphasizes a combination of an increase in efficiency of State regulation and improvement of mechanisms of self-regulation, taking into account the industry specifics.

To the strategic regulation of the transaction sector

Marushchak I.V. Volgograd State University, Volgograd, Russian Federation ( )

Journal: National interests: priorities and security, #8, 2017

Importance The research focuses on disputable issues of the strategic regulation of the transaction sector and service sector, as a whole.
Objectives The aim is to formulate proposals for an effective policy of the strategic regulation of the service sector, assuming a growing importance of transaction industries for the contemporary post-industrial society.
Methods I apply versatile methods of scientific analysis, and elements of institutional and evolutionary approaches.
Results I systematize distinctive aspects of comprehensive transaction policies of the State that are called to reduce weighted transaction costs and optimize the process of transacting and supplying resources to agents of the economic system, and make it different from industrial policies. The article presents approaches to strategic regulation of the transaction sector in line with the complex and fuzzy structure of transaction industries.
Conclusions and Relevance This article is the first to pronounce the need in the strategic regulation of the transaction sector through a special governmental policy. I reviewed macroeconomic literature on transaction costs and found that scholars and practitioners pursue reducing the cost of interactions in the economy, rather than focus on the policy of a variety and specifics of services delivered by the respective industries. There is not a sufficient and appropriate theoretical framework for analyzing the transaction sector as a target of the strategic regulation. The article presents principles of the effective policy for regulating the transaction sector. I propose the most reasonable organizational formats for implementing the interactive regulation of the transaction sector.

Institutional aspects of post-industrialization: Theoretical analysis and practical implications

Marushchak I.V. Volgograd State University, Volgograd, Russian Federation ( )

Journal: Economic Analysis: Theory and Practice, #8, 2017

Subject The article considers institutional processes generated by post-industrialization, which is the most important trend in the modern social and economic development and relates to enhanced role of service industries in employment, GDP volume and industrial sector operations.
Objectives The study aims to perform a systems analysis of institutional (including transactional) content and effects of post-industrialization, to systematize the implications of applied nature to the development of transactional industries.
Methods The study draws on theoretical and methodological concepts of institutional, evolutionary, systems and comparative analysis.
Results The paper presents a complex analysis of institutional aspects of post-industrialization, which is specific to all leading countries of the world. The analysis is based on real indices of the service sector development. I classify the instances of servicization of industrial and agrarian sectors that are connected to extension of the service sector and development of hybrid production; underpin the need to avoid the interpretation of post-industrialization in a negative aspect and to perceive it as something homogeneous, as this trend appears asymmetrically and asynchronously in different branches and spheres of economy.
Conclusions The paper proves an important role of transactional services and service-producing industries in the post-industrial economy, shows the leading role of stakeholders in the course of post-industrialization that is related to mass production of customized goods and services, formulates prospects for transactional industries' growth under post-industrialization in the sphere of public administration, sustainable development of territorial entities, and expansion of innovative knowledge-intensive business services of transactional type.
