Concept of corruption offense under criminal law of modern Russia

The terms used by the legislator for designation of specified concept at designing of a number of structures of crimes of a corruption orientation are considered. The special attention is given to a corruption problem in the Russian Federation, and to questions of criminalization of corruption actions in the existing criminal legislation

The article notes that a network of multipurpose centers of public and municipal services in the regions of the Russian Federation has always been either a centralized model or decentralized one. Nowadays, the most topical problem of such centers is to determine an optimum mechanism for funding the organization that grants various federal, regional and municipal services in various models' operation conditions. The authors submit a technique of regional service complex transfer developed and approved in the Rostov region in the conditions of a decentralized model.

Subject The article considers a methodology for evaluating the efficiency of State financing of health care in Russia.
Objectives The purpose of the study is to develop an aggregate standard index for performance evaluation of public health funding and determine the level of health system development in the subjects of the Russian Federation based on reported data for 2015.
Methods The study employs general scientific methods of comparison, analysis, synthesis, deduction, graphical and tabular representation of data that enable sound estimates and conclusions. We also aggregate indicators of the health system using a composite index with subsequent interpretation of obtained results.
Results We developed a standard index to assess the efficiency of public health financing in regions, determined the efficiency of public financing of the health care system in the subjects of the Russian Federation based on reported data for 2015. The paper presents a rating and classification of regions.
Conclusions The offered indicators and the composite index describe the main aspects of health functioning and financing in regions. This helps rank the subjects of the Russian Federation and use the results when making decisions about allocation of funds from the Federal government.

Importance The research identifies an economic and social effect in health care service for benign prostate hyperplasia treatment using traditional and innovative endoscopic methods of therapy.
Objectives The article assesses the efficiency of different treatment methods with financial backing out of the funds of compulsory medical insurance as exemplified with new endoscopic and traditional operative therapy methods of the above-mentioned disease. We also evaluate the improvement of financing public health service by assessing the economic effectiveness of endoscopic methods of treatment adaptation.
Methods The paper realistically assesses the government losses on supplying with guaranteed volume of Free Medical Aid out of the funds of compulsory medical insurance.
Results We formed a new method for assessment of the effectiveness of financing of different treatment approaches out of the funds of compulsory medical insurance.
Conclusions and Relevance The suggested method will help reduce complication frequency, increase patient's life quality and economize budget funds allocated by the Government for treatment of patients. The study results can be of interest for governmental bodies and financial structures. The algorithm of economic effectiveness assessment can be applied to various disease therapy methods.


Labor resources of the Nizhny Novgorod region: specific features and growth drivers

Importance The research deals with the relations in the field of labor resources, which are essential in the economy of any country, and which determine its development. At the same time, it was determined that accurate and precise information on labor population is required for an objective assessment of the socio-economic development of the country and for its separate regions. Besides, labor market information is an essential instrument when developing the State's economic and social policy.
     Objectives The research aims to evaluate the status and dynamics of the labor resources, their structures and factors of the Russian Federation largest industrial region - the Nizhny Novgorod region.
     Methods The research was conducted using statistical methods to assess the phenomena and processes, including the methods of structural analysis, time series analysis, comparative analysis, and identifying the development trends and development factors based on moving averages. As the source data, we used the official websites of the Federal State Statistics Service (FSSS), the FSSS territorial authority in the Nizhny Novgorod region, the Nizhny Novgorod region Government, the State Employment Service of the Nizhny Novgorod region.
     Results We have compiled analysis findings such as analytical tables and came to a conclusion that reflects the status and trends of the region's labor force resources, and also determined the measures of the State regulation and development factors.
     Conclusions and Relevance The study concludes that the proactive stand of the Government of Nizhny Novgorod on the issue of qualitative improvement of human resources, enhancing of employment is aimed at ensuring the successful development of the Nizhny Novgorod region, and improving the well-being of the residents of the Nizhny Novgorod region. The featured materials can be used when formulating recommendations and mechanisms to increase employment and reduce unemployment, preparing lectures and presentations on socio-economic development of the region, as well as will be of interest for potential counterparties of the Nizhny Novgorod region.
