Any economic crisis has its specific roots and solutions adequate to this way. All the crises have one similarity: they emerge due to violation of economic balance. Their overcoming is associated with establishment of new balance. Conditions of the last may differ from conditions of the previous balance sharply or partially. This difference is in fact the essence of depth of crisis. The authors explore matters of regulation of financial system in conditions of crisis.

Importance The article addresses urgent issues of farming in the Orel oblast under State support to its development. Farms are considered as full participants of the agricultural product market.
Objectives The purpose of the study is to unveil trends in farming development in the Orel oblast based on the assessment of their current condition under innovative agriculture formation.
Methods Methodological tools include mathematical methods of statistical data processing, namely, time series analysis, method of linear regression and trend line construction in Excel. Regulations on State support to small businesses serve as information base of the research.
Results The paper reveals trends in adaptation of farms to changing economic conditions of innovative agriculture, identifies interdependence of rates of subsidy growth and cost parameters of agricultural output.
Conclusions and Relevance State support to farming is extremely significant. These measures will foster the development of innovative component in farming, modernization of fixed assets, introduction of modern resource-saving technologies, create a favorable economic environment for farming development, and provide for growth of domestic agricultural output.


Regional salience of the formation of rural manpower capabilities: Territorial and sector-specific perspectives

Importance The article focuses on the formation of manpower capabilities, considering the unequal socio-economic development of rural areas and political initiative for import substitution in agriculture.
Objectives We identify trends in the use of manpower capabilities in rural areas, considering the way AIC operates today. We also study local specifics of their formation by level of socio-economic development of municipal districts. We propose our own approach to studying this issue at the regional level.
Methods We applied methods of statistic and economic analysis and analyzed productive and economic indicators of agricultural entities and trends in the socio-economic development of rural areas in the Orel oblast within 2000–2016. Using Statistika 10.0 software package, we conducted a correlation analysis of the socio-economic development factors of local areas and hereby grouped municipal districts in order to identify the salience in the formation of rural manpower capabilities.
Results Labor efficiency grew faster than the compensation quality in the agricultural sector of the Orel oblast within 2000–2016. However, the situation is observed while the rural population decreases, migration of the employable population grows and the sector dramatically lacks manpower. The quantity and quality of manpower capabilities depend on the efficiency of agricultural agents and socio-economic development of rural areas in the region.
Conclusions and Relevance Studies into the formation of manpower capabilities in the region allow to identify their salience at the current phase of economic and public development.


Analytical substantiation of the choice of the entity for investing venture capital

Importance The article analyzes and evaluates the efficiency of hi-tech investment projects developed under high risk and high profit expectations. Conventional methods of investment analysis are not always applicable due to various types of uncertainty and assessed alternatives. Hence, to choose the project for investing venture capital, it is reasonable to apply Decision Support System (DSS) based on various decision-making methods.
     Objectives The research aims at articulating a new DSS approach, which would allow considering multiple indicators, including qualitative ones, agree a project evaluation and regard possible scenarios of the external environment development in order to compare and assess alternative projects. I also build models for making decisions through DSS, apply various methods for substantiating the project chosen for venture capital investing, find a solution and compare the results.
     Methods The research relies upon the analytic hierarchy process and analytic network process. I also suggest using such methods that would combine various principles of coordinating alternatives and their assessment. The objectives are addressed with the most common DSS, including my own Expert Decision Support System.
     Results I proved the efficiency of the proposed approach for substantiating the choice of a project for venture capital investing. If various DSS are used, it will help apply modified mathematical methods in order to increase the quality of analytical rationale for any decision.
     Conclusions and Relevance The project for venture capital investing was chosen using modern methods and tools. The proposed approach may be applied in investment and venture capital funds.


Regional aspects of small business development in the agribusiness of modern Russia

Importance The issues of regional development of small businesses are of particular relevance in the conditions of strong State regulation of the activity of entities operating in agriculture.
     Objectives The research aims to validate the promising areas of development of peasant (farm) enterprises in the modern agricultural sector of economy, and to reveal the causes of adverse effects of internal and external factors on the results of small businesses' performance in the agribusiness of the region.
     Methods Peasant (farm) enterprises constitute the core of the analysis. To assess their economic activities, we have analyzed the official statistics data over ten recent years. We have also analyzed the current state and trends of the Orel region's small farms, which allowed identifying factors that negatively impacted the efficiency of economic activity. The paper also discusses the State support mechanism for the development of farms and quantitative results of their implementation in the region. We have considered federal and regional State programs on agricultural development for the period from 2013 to 2020, as well as other legal acts concerning State support to small farms. We emphasize great importance of farms that have occupied a niche in the sphere of agricultural production, in the formation of the country's gross domestic product. We have also analyzed the State support and its influence on production performance of small businesses in agribusiness and on ensuring food security of the region. The paper identifies the areas of State regulation of small farms' activities.
     Results We emphasize the importance of farms, which have occupied a niche in the area of agricultural production during the formation of the country's GDP. The paper analyses the level of government support and its effect on production performance of small businesses' activities in the agricultural sector and on food security of the region.
     Conclusion and Relevance We came to a conclusion about the need to concentrate efforts of the agrarian policy to support peasant (farm) enterprises by developing an organizational and economical mechanism of their efficient functioning. They should become fully legitimate and economically stable entities of the multi-structure agrarian economy.
