The market of periodicals in Russia: state and prospects of development

Importance The article deals with the problems and prospects of development of the market of periodicals in the Russian Federation.
     Objectives The aim of the paper is to analyze the state of the periodicals market in Russia, as well as the activities aimed at its improvement. In the course of the study, we resolved the following tasks: identifying the key trends of the modern market of periodicals and identifying the development prospects of the printing industry.
     Methods We used scientific, empirical, statistical, economic and analytical research methods, as well as official statistics and the studies of Russian scientists.
     Results We state the need to stimulate and develop the press industry. We identified the key trends and prospects of the periodicals market in Russia. We propose certain activities aimed at improving the market's condition.
     Conclusions and Relevance We came to a conclusion that the development of the market of periodicals is under threat. A system State and socio-cultural support, including optimization of taxation of the industry's enterprises, are absolutely required to strengthen the economic state of the press industry and ensure stable tax revenue in the budgets of all levels.


Major trends in developing the State supported agricultural insurance in Russia

Importance The article addresses the system of State supported agricultural insurance in the Russian Federation. The issue is of special importance within the import phaseout policy implementation, as effective functioning of the agricultural insurance system is a key success factor of the country's food security enhancement.
Objectives The study analyzes positive and negative trends in the sphere of State supported agricultural insurance in Russia.
Methods We employ general scientific methods of research, statistical, comparative and historical methods. When processing and systematizing the information, we use the classification method and the systems approach.
Results The paper discloses the following negative trends in the State supported agricultural insurance, i.e. insufficient level of insured farm animals; reduced volumes of State support; difficulties for farmers to get insurance claim payment, significant excess of the volume of government subsidies for insurance over paid insurance claims. Positive aspects include fighting against pseudo-insurance, enhancing the control over activities of agricultural insurers, and developing the institution of the mediation.
Conclusions It is required to develop institutions of loss-adjusters and surveyors in the sphere of agricultural insurance, to improve infrastructure, to expand the network of agrometeorological stations to streamline the process of insurance compensation.


Currency wars or competitive devaluation: scenarios and their implications

Importance The article reviews possible scenarios in the international monetary market and evaluates forecasts provided by analysts from the leading credit institutions and economic editions.
     Objectives The objective of the research is to investigate manipulations with foreign exchange rates and their effect on national economies and global economy. We make an attempt to explore the currency war concept, identify reasons for competitive devaluations and outline a possible scenario.
     Methods The article is based on a broad material of the Russian analytical agencies and institutions, foreign overviews and forecasts, scientific proceedings of the Russian scholars. The research focuses on the USA, China, Russia, Japan and the EU.
     Results The research illustrates that Russia takes the lead in competitive devaluation, keeping some potential for development. However, the national economy should be restructured to achieve this. Competitive devaluation is likely to continue in Russia, China, Japan and the EU.
     Conclusions and Relevance Competitive devaluation generates some short-term benefits for the State. To improve the national competitiveness, global economic ties should be strengthened through free trade and settlements denominated in the national currency. Competitive devaluation is a stabilizer of limited duration that is applied as a result of sharp and negative fluctuations in the global arena.


Remote banking technologies: Analysis and the development prospects

Importance Any economy cannot advance in the current circumstances without an effective system of money circulation in place and innovative banking technologies. Remote banking services represent one of progressive business methods. Thus, it is very reasonable to study issues, prospects and contemporary innovative technologies in this segment.
Objectives The research examines contemporary remote banking technologies and their development prospects. It reveals the substance of remote banking, analyzes remote servicing development trends, classifies the technologies and reviews remote banking services, and studies innovative technologies of remote banking.
Methods The research relies upon regulatory and legislative documents, data from various websites, data of the Central Bank of the Russian Federation. The article overviews information and statistical data proceeding from the Russian and foreign sources.
Results We analyzed remote banking technologies by types of information systems, surveyed the popularity of remote banking and identified the advantages for customers and credit institutions, and determined future priorities.
Conclusions and Relevance The article displays prospects for remote banking development and analyzes contemporary innovative technologies in the segment. We conclude that remote banking services will evolve so to find customized formats of retail services.


Corporate culture as a component of the national security

Importance The article examines how the national corporate culture influences the national security, and relevant aspects.
     Objectives The research figures out competitive components of corporate culture, which would enhance the national security of the Russian Federation.
     Methods We examined theoretical proceedings on the corporate segment of economy, competitiveness of companies, and national security. We relied upon data of the World Competitiveness Yearbook and research into capitalization of global brands, etc.
     Results
Corporate culture and national security closely relate to the national competitiveness, being independent from one another. International analytical centers are known to regard the USA as the leading competitor, with Top-10 Most Expensive Brands being headed by the U.S. companies. In this respect, the Russian companies should shape their corporate culture based on the revival of national and historical business principles. We propose corporate principles for doing business, which will allow fostering the Russian business patriotism.
     Conclusions and Relevance Economic security shall be regarded as a system where corporate culture should be a functional component of the effective national business, pursuing the State's interests and prosperity. As the national economy closely relates to harmonious corporate culture, it will improve the Russian indicators in the world competitiveness rating.


Estimation of prospects of the Krasnodar Krai in realization of the import-substitution food program

Importance The article estimates the economic situation in the market of agricultural products as a result of the embargo on the import of food products from a number of foreign countries imposed by the President of the Russian Federation.
     Objectives The aim of the paper is to examine the prospects for the realization of the program of import substitution of food products in the Krasnodar Krai and to identify the areas of stabilization of the situation in the Russian food market through supporting the local farmers oriented to satisfy the consumer demand as full as possible and take up freed niches in the domestic food market.
     Methods The study is based on official statistics.
     Results We explored modern modalities and priorities for the development of agricultural enterprises of the region in terms of their participation in the program of import substitution. We specified the main product groups on the basis of the import substitution potential. We analyzed the structure and dynamics of the crop sector as one of the priority areas of agriculture of the region. We propose certain measures of State support to the Kuban agricultural producers under the long-term development strategies.
     Conclusions and Relevance
We conclude on the need for the concerted actions of the domestic business, finance and government leading to good prospects for the implementation of the import substitution program and changes in the structure of the domestic economy as well.


Outlining approaches to evaluating the economic security of nations: Evidence from the BRICS nations

Importance The research evaluates the economic security of the BRICS nations and analyzes the existing approaches to evaluating the economic security, systematizing indicators of original international surveys.
Objectives The research devises the method to evaluate economic security and probate it by applying to the BRICS nations.
Methods Studying the economic security of the BRICS nations, we constructed logic schemes, grouped factual data, interpreted theoretical and empirical data through tables and graphs, and use mathematical modeling.
Results The article outlines a set of factors to evaluate economic security. We probate the proposed method by applying it to the BRICS nations and analyze trends in the indicators and compare them with other leading nations. We detect weaknesses and advantages of the countries in terms of economic security aspects.
Conclusions and Relevance The proposed method is based on publicly available data and can be applied to study other aspects of international economic security. Testing the economic security evaluation method, the BRICS nations were found to have quite a similar development level by analyzable aspect. However, we identify such aspects of economic security, which make the BRICS nations polar in ratings. This helps find resources for cooperation and activities as part of the economic union.


Inflation targeting in the Russian Federation: prerequisites for implementation and prospects for economy stabilization

Subject The article addresses inflation targeting as one of the tools of monetary policy. The international practice of the inflation targeting regime is rather relevant to modern Russia.
     Objectives In connection with the planned transition of Russia to inflation targeting regime in early 2015s, it is crucial to consider the nature of inflation targeting, the process of establishing the monetary system of the Russian Federation under financial instability.
     Methods We analyze major financials and their impact on the economic stability, the application of the inflation targeting regime in present-day Russia. The paper employs official statistics of the Bank of Russia, the Ministry of Finance of the Russian Federation, the Federal State Statistics Service, as well as academic studies on inflation targeting.
     Results The current international monetary system is unable to provide stability at both the national and the global level. Inflation targeting includes price stability as a long-term objective of the economic policy, public announcement of medium-term inflation rates, high-level transparency of implementing the plans of monetary authorities, enhanced responsibility of the Central Bank for attaining the ultimate goal of monetary control, and the proper information strategy.
     Conclusions Despite certain difficulties that emerged during the implementation of inflation targeting, this regime is indispensable for the Russian Federation in view of prompt measures to perfect it.


Performance metrics of industrial classification in the Russian Federation and abroad

Importance The All-Russia Classifier of Types of Economic Activity presents details of information on business operations of economic entities. It is developed on the basis of the International Standard Industrial Classification of All Economic Activities (ISIC) recommended by the United Nations for all countries of the world.
Objectives The aim of the study is to investigate the Russian classification comparability with industrial classifiers applied abroad and identify areas for improving the approaches to statistical accounting of the national economy.
Methods We reviewed the Russian Unified System of Classification and Codification of Information (USCC) and performed a comparative analysis of the All-Russia Classifier of Types of Economic Activity and the ISIC. The paper rests on the data from certain foreign statistical departments, and reveals advantages and disadvantages of effective industrial classifiers.
Results The existing national classifiers are sufficiently unified, however, it is impossible to compare industry-specific indicators of different economies. Classifiers of foreign countries and the Russian Federation are created on the basis of ISIC, but the presented information differs in terms of the composition of sections. National specifics of data systematization distort the actual assessment of types and scale of economic entities' activities.
Conclusions It is crucial to restructure the All-Russia Classifier of Types of Economic Activity to ensure its functional use within Russia. This will enable a reliable statistical accounting for operations of multi-business companies. In future, the Classifier should become a part of monitoring and strategic planning of the Russian economy structure.


The video game industry in the modern industrial economy

Importance The article discusses the issues of development of the video game industry in Russia, which represents a significant segment of the RF economy, still having no statistics on the video-game producers and formalized companies.
Objectives The article aims to identify current trends in and prospects for the development of the video game industry in Russia.
Methods For the study, we used the video game industry survey data and reviewed the scientific publications of Russian experts.
Results We have investigated the global market's volume and preferences for gaming devices, examined the personnel aspect of the Russian video game industry, and made an analysis of Russian consumers and producers of video game products.
Conclusions There are no skills training programmes in Russian universities, professionals acquire knowledge on their own. Video game development in Russia has a large amount of customers and good market growth. It is not affected by the geopolitical trends and sanctions against Russia. Video games are the resource of mass consciousness formation, a tool to promote the products of other sectors of the national economy and a potential source of reproduction of the knowledge economy. It is necessary to identify the video game industry as an economic activity and formalize the special terminology used in this field. The lack of professional educational programmes on skills training limits the development of video game production in the Russian Federation. Legislative regulation of the game industry is also required.
