Features of the enterprise for manufacture of space-rocket technics which are necessary for considering in system of budgetary management concern: duration of a production cycle; the big reserves of a work in progress and non-uniformity of its increase; derivations of considerable money resources for the big terms; absence at the moment of formation of budgets of necessary norms (norms of time, expenses of materials, money resources, etc.). In given article the model of formation of the budget of sales and purchases with the account material stocks, creditor debts is developed. The budget of incomes and expenses taking into account investments into increase material stocks, creditor debts is generated.

The world market for rocket-space technology is characterized by the wide variety, it is in the unsteady transient regime and is located in the stage of formation. It is characterized by the special features, which hamper use for its analysis and administrations of the approaches, developed in connection with to stable market. Laws governing the change on the world market for rocket-space technology are determined, first of all, by the competitory relations between its participants, each of whom pursues their interests.

Subject This article discusses the socio-economic relations of the regions, the center and business of the area, as well as problems and contradictions arising in the interaction, causes and consequences of poverty.
Objectives The article explores the socio-economic situation of the regions of the Republic of Mordovia, the main problems of rural development, and ways to address them.
Methods For the study, I used statistical and comparative analyses, classification, problem analysis, ranking, and the systems approach.
Results The article presents certain proposals to address the running problems of rural socio-economic development and improve it.
Relevance The theoretical proposals and conclusions drawn can be used for further development of ways of solution of rural territories problems.


Individual income tax as a financial basis of the sustainable development of city districts: influencing factors and opportunities for revenues increase

The article discusses the need of increase of an individual income tax rate in sources of income of budgets of the least well-resourced urban districts as a financial basis of their sustainable development. The authors present the analysis of the role of a tax in formation of the budget income on the basis of data comparison according to the capital cities of the constituent entities of the Volga Federal District of the Russian Federation. The paper points out that as the main factors of influence on its revenues it considers the number of inhabitants, average pay, the amount of revenues of the consolidated budget of a region and rates of allocations to city budgets. The authors systematize the potentials of increasing of revenues from this tax due to the changes in the Russian Federation legislation, improvement of the population quality of life, attractiveness of the business area and the effectiveness of its bureaucratic administration.


Intersectoral cooperation in rural areas of the Republic of Mordovia: A social aspect

Importance This article discusses the social interaction of the main sectors of society and problems arising in the process of development of rural territories in the framework of intersectoral dialogue.
Objectives The article explores the complex structure of cooperation between business, government and the general public, peculiarities of dialogue between sectors in rural areas of the region, and it analyses the practices of active participation of different sectors in development and implementation of socially significant projects.
Methods For the study, I used the methods of systems approach, problem analysis, classification, and comparison.
Results The article presents certain results of evaluation of the effectiveness of implementation of the two-and three-sector models of cooperation in rural areas.
Conclusions and Relevance Developing a clear mechanism for cooperation is to contribute to the implementation of intersectoral social cooperation in rural areas. Some conclusions and provisions of this work can be used by municipal entities to improve the efficiency of implementation of projects and programs on development of the territory.

Tax incentive guidelines for import substitution as part of neo-industrial economic development

Importance The article underpins the need for tax incentives for neo-industrial development and import substitution as a dual-purpose process.
Objectives The goal of the research is to develop practical recommendations to improve the Russian legislation in the field of taxes and charges to increase its stimulating role in import substitution and neo-industrial development.
Methods The research rests on the comparison of existing laws and regulations of the Russian Federation on taxation of manufacturing industry's business entities and requirements of the World Trade Organization's agreements, and the analysis of public reports of manufacturers of self-propelled vehicles and trailers.
Results The potential of tax instruments to encourage import substitution purposes is underutilized, with greater focus on favorable tax regime for exporters. However, the WTO rules establish limitations on tax preferences for exporters. The increased cost of fuel and energy resources in the domestic market and the introduction of disposal fee for manufacturers of self-propelled vehicles and trailers have an adverse effect on industrial production, import substitution and neo-industrial development.
Conclusions The paper recommends using the tax incentives within an industrial cluster. It offers six main directions of tax incentives for import substitution depending on the stage of life cycle of manufactured items.

Importance This article studies the foreign practices of fiscal stimulation of renewable energy development, which can be adapted for Russia.
Objectives The article aims to determine the methods of fiscal stimulation of renewable energy development which are common for foreign countries and investigate the best tax incentive practices in China and the USA.
Methods For the study, we used the reports data of the United Nations Economic Commission for Europe (UNECE), Renewable Energy Policy Network for the 21st Century (REN21), KPMG professional service company, Robinson+Cole LLP, a U.S. law firm, as well as the official website information of the financial authorities of the USA and China.
Results The article presents the results of the study of the provided fiscal measures, most commonly used in foreign countries.
Relevance The international practices studied in the article can be used in Russia to improve the granting of investment tax credit, corporate income tax relief on investment, and the property tax relief on personal income tax, as well as in the development of a mechanism of tax encouragement of professional consumers' activity in the retail electricity market.

The article considers the issue of cause and effect relations in institutionalization of clusters in modern economy. The authors prove that geographical concentration is a consequence, instead of the reason of a clustering of economy on the basis of historical and logical arguments. The cluster is the result of market laws action, competition, commercialization of innovations, receiving network effect, innovations, uniform technology and aspiration of participants of economic relations to optimization of transactional expenses in the West, in Russia many of them were formed on the basis of a planned economy. The paper forms cluster profile of the Volgograd region bearing fragmented because attention is given to only a few types of economic activity, metallurgy, agriculture, petrochemicals, IT and culture.
