In the article the methods of statistical estimation of differentiation of the population by income level are considered, and directions for their development are revealed. On the basis of the conducted analysis an assessment of the differentiation of the population of the Ulyanovsk region on the level of cash income is made.

In article the comparative analysis of rates of increase of investments and rates of increase of total internal product on regions of Privolzhsky federal district and as a whole on the Russian Federation, and also the analysis of structure of investments on financing sources is carried out. The basic result of the analysis is the conclusion about a considerable role of budgetary financing of investments and necessity of system updating of an orientation of investment process which will provide smaller quantitative rate of increase, but to create effective economic structures.


Effective instruments to promote investment activity in Russian regions (the case of the Ulyanovsk region)

The article describes the specifics of using various tools and techniques to promote investment activity and attract investment in the Russian regions. Analyzing the case of the Ulyanovsk region, the author examines the effectiveness of using these tools and techniques. The author also provides the findings of the investor survey, which is aimed at identifying the most powerful ways to stimulate investment activity. The article notes an important role of both the administrative and fiscal support measures and ensuring necessary infrastructure for investment project support.

The development of tax incentives mechanisms for high-tech industries is methodologically difficult as in this case the methods of direct assessment of the socio-economic effects on the basis of a cost/benefit comparison are irrelevant. The authors attempt to estimate the potential direct and external effects (externalities) of tax incentives for alternative energy in Russia and propose a system of statistical indicators, which enables to measure the tax incentives effectiveness.


Usage of geomarketing methods choosing a region for a shopping centre construction

Due to the fact that large developers are entering the regional markets, the main task for their managers is choosing the alternative region for construction of the trade center. Thus the main criterion is the sales forecast. In present work such direction in modern science as geomarketing is considering and taking an example of using the geomarketing tools to solve this problem. It is concluded that using of geomarketing system, which is based on modern geoinformation system, makes easier the sales forecast in certain region based on existing statistics data and provides more accurate result.

In the article the question of an assessment of efficiency of separate state and municipal orders, and also systems of placement of the state orders as a whole is considered. Importance Considering the aggravating economic crisis in the Russian economy, it is strategically important to create conditions for small business development in regions and municipal entities so to resolve many socio-economic issues.
     Objectives The research identifies difficulties in implementing the policy for supporting small business and entrepreneurship in the municipal entity, determines promising areas for addressing the issues in line with the research into conditions of small business and entrepreneurship development in the municipal entity of Ulyanovsk.
     Methods The research applies methods of surveying businessmen and small businesses on the basis of representative sampling, data grouping, logic and comparative analysis.
     Results We found the factors of favorable business environment and conditions for developing small business and entrepreneurship in the municipal entity of Ulyanovsk, difficulties in developing small businesses and entrepreneurship, and determined the main aspects of the business support and regulation policy.
     Conclusions and Relevance It is necessary to consider information, advisory measures, rather than financial support mechanisms only, and strive for growing up the future generation of businessmen, generating business thinking and culture so to make a step towards a new and more advanced business level.

Analyzing the budget efficiency of measures of State support to investors: Evidence from the Ulyanovsk oblast

Importance The ongoing negative trends in the Russian economy necessitate incentives for investment and creation of conditions for investors in regions as major objectives of socio-economic development. Regional authorities use different measures to attract investors. An analysis of performance of State support measures to investors should increase the efficiency of regional investment policy.
Objectives The purpose of the article is to consider measures of State support to investors, analyze their fiscal performance, identify the economic effect of tax incentives for regional development.
Methods The study employs methods of statistical analysis, calculation of indicators of tax incentives efficiency that show the cost- effect relation, and methods of comparative analysis.
Results I calculated total budget efficiency of tax incentives for investors on the Ulyanovsk oblast case, performed a comparative analysis of activities of Alabuga, Togliatti, Kaluga and Ulyanovsk special economic zones with regard to investor attraction. The paper includes calculated indicators of budget efficiency of activity in special economic zones as far as return on invested budget funds in the infrastructure is concerned, and identifies the most effective regions and special economic zones.
Conclusions The measures of State support are rather inefficient. It is crucial to search for new solutions to improve the efficiency of investment processes, including through attracting investors and cooperating with them.

Importance In connection with the modernization of the Russian economy, innovation in Russia is developing much more slowly than in foreign countries. There is a need for effective tools to accelerate innovative development and shaping the national innovation model.
     Objectives The aim of the study is to support the trends of innovational development of the economy of Russia in modern conditions of managing.
     Methods We conducted the study by using indicators of innovation development and analysis of foreign and national statistics.
     Results We have specified the problems affecting the development of a national model of the innovation system, contradictions in the field of technology transfer, the causes of brain drain abroad, a weak innovation management mechanism, and little financial support of the State. All this hinders the innovative activity of the economy and puts Russia in a number of outsiders of the emerging global innovation market. On the basis of statistics, we have also analyzed the parameters of research intensity and research efficiency, as well as the growth of innovation products and R&D costs, compared with foreign countries. The result of our study is the substantiation of economic priorities for innovation policy and the proposed ways to address the problems and contradictions of the innovation development of the Russian Federation.
     Conclusions and Relevance We have concluded that most of the problems associated with innovative business and implementation of R&D in industrial production are the responsibility of the federal authorities. The innovative companies need a comprehensive government support, such as assistance for the promotion of products on the domestic and international markets through tax and customs privileges. This will consolidate the funds of enterprises to invest in innovation research and design, new materials, manufacturing processes, and products.
