Behavior of the local economic system: An analysis methodology and classification of sustainability conditions

Importance The research develops an algorithm for analyzing the economic system behavior in a certain region, considering changes in the national economy.
Objectives The research determines the economic system behavior of the Ural Federal District in relation to the Russian economy, and economic system of the Sverdlovsk oblast in relation to the economy of the Ural Federal District.
Methods Using the dynamics time series analysis, we assessed the sustainability of a subordinate system against a superior one and proposed the classifier describing how the subordinate system responded to changes in the main system.
Results The article shows growth trends in the industrial production index of Russia, Ural Federal District and the Sverdlovsk oblast, provides the assessment of the industry within the 1997–2015 period, focusing on the years of crisis.
Conclusions and Relevance The economic system of the Ural Federal District has been proved to be vulnerable against the national economy. In 2014, the economy of the Ural Federal District was less susceptible to the national crisis. In 1998 and 2009, the economy of the Sverdlovsk oblast was less stable against the economy of the Ural Federal District. In 2014, the economy of the Sverdlovsk oblast responded in a different way, being sustainable and growing.

Territorial rating as a tool to measure the wellbeing of regions

The paper analyses a number of aspects of regional wellbeing in Russia based on ratings and rankings. These are the tools to monitor the status of a wide range of social goods. They are based on integrated evaluation of various aspects of the socio-economic system functioning by aggregated heterogeneous criteria. I substantiate the rationale behind the use of ratings and rankings at both global and local levels. The paper considers the ranking position of federal districts and subjects of the Russian Federation according to their level of socio-economic development as defined by the Ministry of Regional Development of the Russian Federation. This ranking includes the evaluation of real economy of the Russian subjects, assessing their investment attractiveness, level of income and employment, and the status of their budgetary systems. The paper also presents the life quality rating of the population according to the RIA agency. It evaluates the situation in Russian regions against a wide range of criteria: per-capita income; housing conditions; social infrastructure; environmental and climatic conditions, etc. I provide a structure of integrated assessment of the human capital status by its components (demographic, education, employment, research and socio-cultural). I classify the subjects of the Russian Federation according to changes in their position in the rating; the classification highlights four groups of areas. The analysis of the rating enables to define the most and the least favorable regions in each federal district in terms of habitation.


Problems and prospects of innovation development of Russia: a regional aspect

Subject The article analyzes problems and prospects of innovation development of the Russian Federation.
     Objectives The paper aims to assess the feasibility of achieving the targets of the country’s innovative development as defined in the Strategy of Innovative Development of the Russian Federation up to 2020.
     Methods The research methodology is based on a systems approach to assessing the State innovation system and integrated analysis of the innovative development of regions.
     Results We analyzed the situation of the Russian Federation in global innovation rankings (Global Innovation Index), and also studied a number of other international comparisons. We prove the necessity of a systems analysis of the innovative development of regions of the country and identification of their specific features. To do this, we propose the use of methodological approaches to determine the innovation security level of the regions of Russia, which is a conditional indicator. We provide an innovative diagnostic indicators system of the security of the region, as well as the results of the testing of methods of diagnosis on the subjects of the Ural Federal District for the period from 2000 to 2013. We considered a range of measures introduced to stimulate the innovative development of the country.
     Conclusions Currently, there is a slight improvement of the innovative security of the District during the studied period, although the general level of innovative security remains low. One of the most complex structural problems facing the Russian policy in the sphere of innovation is the new initiatives in the absence of a systematic analysis and assessment of the previous actions.
