In the article the features of functioning of the enterprise as socio-ecological-economic system of enterprise in a context of the concept of a sustainable development and a guarantee of ensuring economic safety are considered. The need of management by economic safety of the enterprise in the economic, social and ecological directions for harmonization of all measurements of system development is proved.

Individual retirement savings in the regions: Modern possibilities. Evidence from the Siberian Federal District

Subject The article deals with the issues of assessment of the actual possibilities of individual pension savings of the region's population considering the Siberian Federal District as a case study.
Objectives The article aims to assess the current capacity of the population to generate savings, as well as regional disparities in monetary income, availability and accessibility of financial institutions and the proposed financial and pension services to form individual pension capital.
Methods For the study, we used comparison and analysis techniques, and statistical methods of economic data processing. The necessary information was obtained from the various sociological and economic studies and surveys, Federal State Statistics Service, Bank of Russia, and the Pension Fund of the Russian Federation.
Results The modern stage of pension reform aims to find a cumulative model in compulsory pension insurance. The present demographic and economic causes contribute to the return of the population to pension savings. The modification of the national pension accounts for individual savings accounts determines the need to assess and monitor the individual capabilities of the population and the regional differences that exist.
Conclusions The article concludes that it is appropriate to maintain the prevailing State Pay-as-you-go scheme for pension insurance, with the possibility of voluntary retirement savings and tax incentives.

Importance The article analyzes the existing methodologies for ranking of innovative development of regions since there is a problem of choosing the most adequate one for comparative assessment of the level of innovation development of regions, because the results of the existing methods tend to vary considerably.
Objectives The paper aims to form a generalized universal algorithm to create ratings and methodologies for comparative assessment of economic objects, and test the hypothesis that the metrics that characterize the quality of multivariable data clustering allow evaluating the impact of the tools offered in the techniques on the quality of the rating assessment of innovative development level of regions.
Methods For the study, we used processing techniques of multivariate statistics, cluster analysis, and the metrics characterizing the multidimensional data clustering quality.
Results The article offers certain tools for multivariate data clustering quality assessment. Using the tools, we have developed a methodological approach and software solution that allow to quantitatively and qualitatively compare input data, methodological schemes, and the results of rating evaluation, calculated by different methods, as well as create new integrated assessment methodologies for innovation development of territories.
Relevance The developed methodological approach and evaluation tools can be used to analyze other objects and domains that require integrated assessment and comparative rating calculation.
