Gorgola E.V. Moscow Regional Institute of Management and Law, Ivanteevka, Moscow Oblast, Russian Federation ( evg-gorgola@ya.ru )

Journal: National interests: priorities and security, #43, 2015

Importance The article demonstrates the U.S. intentions to keep its leading geopolitical position, which mainly relates to military business interests and relevant stakeholders.
     Objectives
The research pursues substantiating and revealing authentic reasons for the U.S. macroeconomic difficulties, and the place and role of the military economy as a driver of the national development during the recent years.
     Methods
Drawing upon the institutional framework, generalization, processing and systematization of extensive statistical material, I determined the structure of the U.S. military business stakeholders, their motivation and interests, as well as methods and ways of reaching their profit-making goals.
Results The institutional analysis methods allow verifying the hypothesis of changing the structure of the U.S. military business, main motivation and interests of military industry companies, U.S. Administration and the entire foreign policy establishment, military lobby, small businesses, academic circles, and organizations and institutions initiating military propaganda and information war. In its turn, the U.S. mass media contribute to the tension and war turbulent climate and manipulate the public opinion following globalization (and ultimately profit-making) interests of the power that be.
     Conclusions and Relevance
Further escalation of the U.S. belligerent course undermines the economy and society in the USA, concurrently posing a threat to the entire world.

Importance Military activities of the State and issues of their support are closely related with growth rates of the national economy and socio-economic development. The advanced military production significantly influences social reproduction processes through its multiplicative effect, accelerating the economic growth in certain circumstances.
Objectives The research examines how military and economic capabilities of the country influence macroeconomic processes and economic growth, conditions, factors that generate the effect, methodological framework for optimizing military spending in line with changes in the military, political and macroeconomic situation.
Methods The research draws upon the methodological framework of contemporary macroeconomic, military and economic analysis, and mathematical modeling in economics.
Results As the research proves, production, exchange and consumption of national military products can become one of the critical factors for implementing innovative technologies in this sector of the national economy, with the military-industrial complex of Russia driving an economic growth of the country.
Conclusions and Relevance Based on historical analogies and examples, statistical analysis, economic and mathematical modeling, we verified the hypothesis stating that military expenditures stimulated an economic growth in the current economic conditions of Russia. Sustainable and consistent economic growth underlies national and economic security.

Gorgola E.V. 46th Central Research Institute of Ministry of Defenсe, Moscow, Russian Federation ( evg-gorgola@ya.ru )

Journal: National interests: priorities and security, #12, 2016

Importance The article focuses on external political and economic factors that were engendered by the U.S. globalization strategy in the global economy in the first quarter of the 21st century, their impact on macroeconomic conditions for reproduction in Russia, and the strategic model of economic development of the Russian Federation in the long run.
Objectives The research determines the form and substance of the Western economic aggression against the Russian Federation, consequences of sanctions for Russia and other countries.
Methods The research points out areas and sectors of national economy that are the most crucial from macroeconomic perspectives, constituting the basis for the development model in line with various global scenarios.
Results The western liberal scholars conclude that transaction costs rise and economic efficiency falls if natural economy is managed on a centralized basis. These conclusions cannot endure any criticism since these are stringent regulations, ongoing control over budgetary spending that actually bolster production during sanctions, crisis and austerity measures. In the mean time, the development model requires new sources and points of growth by activating capabilities of market mechanisms.
Conclusions and Relevance In the current circumstances, it is reasonable to embark on developing priority (high-tech) production, which would bring import substitution into being during various sanctions or embargo, and improve the entire efficiency of the economy. This would be unfeasible without proactive infrastructure and industrial policies, profound transformation of cultural, educational, scientific, social and spiritual aspects of social life, i.e. without strategic mobilization of the nation.

Hybrid warfare of the West and ensuring the resource-based counteraction to the network scenario for Russia

Journal: National interests: priorities and security, #2, 2017

Importance Network warfare is one of the most dangerous and productive forms of hybrid wars the West wages against Russia. This warfare pursues taking complete and absolute control over all parties to existing or possible military actions and their total manipulation in any situation – war or peace.
Objectives The research examines the substance and forms of the West's hybrid war against the Russian Federation, analyzes possible options and consequences of the network scenario, and attempts to identify genuine goals of this aggression.
Methods The research involves the methodological framework for contemporary institutionalism, analysis in terms of military politics and military economic aspects.
Results Assuming that the armed conflict in Ukraine may, in theory, ignite another world war the USA unleashes against Russia to retain its global leadership, it is necessary to arrange for a reliable order and determine activities of each party precisely so to curb the escalating conflict and overwhelm it. It is critical to consider timeliness and efficiency of measures for organizing effective counteraction to the network aggression, possibility to activate all necessary resources and prevent the enemy from subduing them or limit their use otherwise.
Conclusions and Relevance As envisaged in the network defensive strategies, there should be a combination of so different resources and network technologies, which the aggressor cannot overwhelm. The network warfare can be won with network means if effective and booming technologies are respectively adapted to conditions and objectives.

Importance In the 20th century, the most advanced countries have developed the military economy. Such military-industrial complexes became almost a fundamental part of national economies. In some economies, such complexes virtually ensure the national security.
Objectives The research examines the evolution, principal traits and operational specifics of the U.S. and Russian military-industrial complexes. We also analyze sources of their military-technological and military-economic advancement in comparison with other countries.
Methods The article presents a political-economic approach and uses a methodological framework for contemporary institutionalism and military-economic analysis.
Results We debunk institutionalists' conclusions on growing transactions costs as the centralization strengthens in industrial production management in the country. Stringent regulation, ongoing control over budgetary financing boost a surge in military production, especially during austerity measures and crisis phenomena. Being influenced by military business supporters, the USA has to adhere to a flamboyant military policy. The U.S. military lobby is prepared for a cold war against Russia, unfolding an armament race, exhausting Russia economically and reindustrializing its own economy relying on the military-industrial complex.
Conclusions Demonstrating much higher efficiency than the U.S. military-industrial complex and lacking the finance of the U.S. military monopolies, the Russian one must tighten the coordination, manageability, consistency, reduce costs as much as possible, increase labor productivity and implement the domestic production quality system, which would be actively supported by the State and its resources.

The institutional nature of globalist intentions seen in the post-modern society (experience of analyzing the US political and military concepts: institutional considerations)

Gorgola E.V. Russian State Social University, Ivanteevka Branch, Ivanteevka, Moscow Region, Russian Federation ( evg-gorgola@ya.ru )

Journal: National interests: priorities and security, #18, 2015

Importance The USA strives to keep its leading geopolitical role at any price but benefiting at the expense of other countries, thus making the current political situation aggravated so that it almost pushed the world to the border of abyss. In this respect, to protect the national security of Russia, it is necessary to conduct a detailed analysis of economic, military, political risk and threat origination mechanisms, in particular, on the part of the USA, rather than specifying the entire combination of the said risks and threats.
     Methods
Based on the methodological framework of contemporary institutionalism, the article examines the substance, principal aspects and specifics of the postmodern society originating in the USA. The research discovers why the USA outperforms the other countries so much from technological, social and economic perspectives. I also analyze driving forces and the mechanism for establishing a corporatocratic State that generates an aggressive and globalist economic and political strategy, considering implications and consequences of the strategy.
     Results
Using the methods of an institutional analysis, I corroborate a hypothesis on that the USA, as the most economically advanced country of the world that had reached the postmodern (governmental and monopolistic) phase of the society, converted into a corporatocratic State. I demonstrate that the corporatocratic State represents a combination of economic (first of all, political power of the largest monopolies and supranational elites) and political powers of governmental officials, which are supported by the obedient army of mass media and public opinion they manipulate to make it serve globalist interests of the US powers that be.
     Conclusions and Relevance
If the corporatocratic United States strengthens domestically, it will lead to even higher profanation of the democratic principles and their actual substitution with totalitarian institutions, while, in foreign policy, the United States will regain the global power and leadership through their aggressive and globalist concepts.
