Marine Spatial Planning: Possibilities for maritime areas and adjacent waters of the Murmansk Oblast

Importance The Murmansk oblast is the most rapidly developing region of the Arctic zone of the Russian Federation, combining types of natural resource management as part of various disputable sectors of maritime operations. It affects fragile Arctic ecosystems.
Objectives The research analyzes the existing Russian and international practices of applying the Marine Spatial Planning (MSP) concept through the lens of the Arctic zone of the Russian Federations, and determines the future of socio-economic development of the maritime sector of the Murmansk oblast.
Methods The article deals with MSP tools as a practical procedure for determining the most effective use, dividing the maritime space and guiding the interaction of those who use it. It should be consistent with differences of natural resource users and streamline the spatial development at the environmental, social and economic level.
Results Russia is recommended to approve the principles for the State control over maritime operations. Dataset shall be improved, and intellectual IT shall be applied to process information about the use of marine space for various economic purposes.
Conclusions and Relevance If MSP tools are devised and developed in such key regions of Russia as the Arctic zone, they will secure national interests of the Russian Federation, on the one hand, and facilitate the performance of Russia’s international obligations for adapting the UN Sustainable Development Goals and implementing them.


Evaluation of Demographic Sea Industry Potential of Coastal Regions (Areas)

The article shortly analyses the Russian Naval Doctrine as a document determining the national naval policy and the coastal regions directions of progress. To develope progress strategies, the coastal regions need to evaluate their sea industry potential, specifically using the coastal density of population, reflecting the level of the coastal region involvement into the sea industry. Based on the analysis and calculations resutls, the article defines several Russian regions with the best prospects for the sea industry.

This paper describes creating a model of the inventory of the coastal zone on the example of South Sakhalin municipalities for building recommendations. It is presented the basic concepts and fundamental principles of inventory of the coastal zone are described. This problem of economic and social impact of dredging projects in terms of comprehensive accounting of the long-and short-term factors during and after project completion are considered in the article. Emphasizes the lack of methods to assess the socio-economic efficiency, taking into account long-term factors and it’s proposed the indicator method for such assessments. As an example of the method it’s provided an assessment of the socio-economic impact of the project "St. Petersburg Marine Facade".

In modern the important value by working out of strategic plans for marine regions development is got by comprehensive estimation of their marine potential that is actual for Krasnodar Krai as one of key regions of the south of Russia. In the present work the indicator approach to the estimation of Krasnodar Krai marine potential in comparison with other Black Sea regions is proved. Carrying out of the comprehensive analysis of their condition has allowed to allocate strong and problem positions, and also influence of geo-ecological risks for economic development of the Krasnodar Krai.

In the article the economic and social situation analysis in the Krasnodar Black Sea Coast on the basis of creation of indicator system of regional spatial level is presented. In the basis of this system the indicators displaying main social and economically characteristics of this region are put. State Cadastre of the marine coastal zone of the Russian Federation (RF SCMCZ) is created to ordering of information about resources and capabilities of the coastal zone. In the article the basic principles of creation of SCMCZ Russian Federation as complex document which includes information on administrative, legal, ecological and social and economic parameters are formulated. The project of organizational structure of SCMCZ Russian Federation and the schematic diagram of maintaining GKBZ Russian Federation are presented.
