The political uncertainty as an economic risk factor: regional perspectives

Regional budgeting and the small and medium-sized enterprise development: Evidence from Russian regions

Subject The article discusses the factors influencing the growth of business sector production in the regions.
Objectives The article aims to study the impact of budgetary expenditures in the regions on the production and marketing of small and medium-sized business entities.
Methods The study develops regression functions that describe the dependence of turnover of small and medium-sized enterprises and revenue of individual entrepreneurs on actual budget expenditures. Spatial data is the basis for the evaluation of these functions. As reference information, we used statistics of the RF Ministry of Finance, Federal Treasury, Federal State Statistics Service, and the Federal Tax Service.
Results We have developed and now present three regression functions and show the regression relationship (linear functions) between the annual budget expenditures of the constituent entities of the Russian Federation and the production volumes of small, medium-sized enterprises and individual entrepreneurs from 2010 to 2014.
Conclusions and Relevance Increased production and marketing of products by business entities are in direct proportion to the increase in budget expenditures. At the same time, the increase in output is faster than the increase in budget expenditures. The regression models developed can be used in the justification of targets for plans and programs to increase the production of goods and services by business entities for the future, and to estimate the expected increase in output based on three-year budget plans.
