This article offers an approach to formalization of the main components of innovative activities of research organizations, taking into account the following: internal and external environmental impact parameters, knowledge accumulation-and-obsolescence character, new technologies application, governmental provision of incentives to increase the research organizations' innovative activities. The system of indicators to measure the efficiency and innovativeness of research organizations and their subdivisions. The authors show a new model of evaluation of the efficiency and level of innovative activities under the market competition conditions. The model conforms to the existing hierarchical multicriterion technique of quality evaluation in the terms of uncertainty.


Choosing the effective solutions to multi-criterion problems of interaction of the housing and utilities sector's economic entities under the absence of uncertainty based on a utility function

Importance The article explores the operations of economic entities of the housing and utilities sector, and searches for effective solutions to multi-criterion problems of modeling their interaction in absence of uncertainty based on the utility theory tools. At the stage of the housing and utilities sector modernization, the substantiation of approaches to solving this problem seems to be a very urgent task.
     Objectives
The main objective of the study is to adapt the existing methodological approach involving the utility function to searching for practical solutions to multi-criteria problems of effective interaction of economic entities operating in the housing and utilities sector given the diverse preferences of their business activities.
     Methods As a methodological approach to the problem, we used the specifics of the utility function to formalize the preferences of economic entities of the housing and utilities sector during their interaction. We considered the features of their preferences formalization for two- and multi-criteria problem setting. Furthermore, we showed the possibility of using the tools for constructing indifference curves to obtain the numerical values of the utility function.
     Results
The main results of the study include the rationale for the use of utility functions for the formalization of preferences of the housing and utilities sector' entities in the process of their interaction; the formation of preferences of economic entities of the housing and utilities sector in solving two-and multi-criteria tasks; the rationale for the use of the additive utility function taking into account the preferences of economic entities; the feasibility of using the fair compromise principle in the interaction of economic entities of the housing and utilities sector.
     Conclusions and Relevance
The analyzed approaches are designed to be used in the absence of uncertainty and may be applied in modeling the interaction of economic actors of the housing and utilities sector. Their practical implementation will contribute to effective solutions to multi-criteria problems in the absence of uncertainty, taking into account the multi-directional impact of the complex totality of factor criteria.

Importance Imposition of sanctions by a number of the Western countries and their allies against the Russian economy, as never before exacerbated the problem of finding an effective tool to enhance the efficiency of current research and selection of the most promising areas of their practical use in the Russian Federation. These circumstances give this article a higher relevance.
     Objectives We substantiate the need for strategic planning for basic scientific research and R&D as an essential component of the development of competitive strategy of research organizations and production enterprises.
     Methods On the basis of a systematic analysis of the current economic conditions of the national industrial enterprises and research organizations, we have identified the main causes and deficiencies, which hamper an effective use of strategic planning tools in their work. For comparison, in the context of the EU Member States, we show the possibilities and prospects of application of the strategic planning apparatus for socio-economic development of individual regions. This experience with its minor adaptation can be used to enhance the quality of socio-economic development of many Russian regions, as well as for the State support for obtaining results of fundamental scientific research and improving the quality of their use.
     Results The paper offers the modern approaches to strategic planning in terms of the development forecasting apparatus and application of methodology instruments for scenario planning aimed at the formation of competitive strategy of the R&D development institutions and industrial enterprises subject to receipt and use by them of the results of the basic scientific research. The paper substantiates the composition of individual types of scenarios of the strategic development and structure of the some of their types in relation to the activities of research organizations, which are the main findings of this article. As a scope of application of the researches, we offer proposals for active stimulation of promotion of new knowledge to the stage of innovative products production (services, technologies) within the framework of the strategic development of the industrial enterprises activities and research institutions of our country.
     Conclusions and Relevance We conclude that the use of strategic planning tools and the formation scenarios apparatus for fundamental scientific research and R&D should become an important component for developing competitive strategies of scientific research of the Russian organizations and industrial enterprises.

The article deals with current issues of consolidated financial statements that affect the provision of the information infrastructure of the capital market, the creation of favorable investment climate and economic growth in the country. The author considers the new directions of consolidation process of reporting data for the companies group consisting of maternal and subsidiaries. The paper analyzes preliminary main and final the consolidation stages on the specific example. The author allocated the main schemes of consolidation depending on share and extent of control considering features according to structure of companies group. Practical examples show the essence of the purchase method and equity method.
