A methodology for evaluation of programs and practices of initiative budgeting in the regions of the Russian Federation

Importance This paper deals with the issues of methodology for evaluation of programs and practices of initiative budgeting in the regions of the Russian Federation.
Objectives The goal of the article is to elaborate appropriate evaluation instruments.
Methods The study uses the analysis and classification of parameters of initiative budgeting practices.
Results The authors propose a logical model of social changes related to the implementation of initiative budgeting projects. Special attention is paid to the effects of initiative budgeting. Three groups of effects have been singled out: managerial, economic and social. Each group proposes from two to six effects.
Conclusions and Relevance Evaluation may base on a comparative analysis of indicators in municipal entities and subjects. It also may base on an analysis of the dynamics before the launch of project and several years after in same municipal entity or subject.

The regulations regulating formation and development of clusters are defined and systematized. Preconditions of formation and development of clusters in regions are allocated. In the article it is researched the problem of infrastructural supply and approaches to the evaluation of the impact of infrastructure on the regional development. It is identified and systematized the effects of infrastructure depending on directions and results of this influence, the change in the character and directions of interaction between the subsystems of production and the settlement with the subsystems of infrastructure. The problems of improving higher education management today are the subject of many scientific debates. Among the main reasons for the low socio-economic benefits of higher education is the absence of thorough planning methodology for specialists with higher education, though the prediction for the demand of graduates occupies here one of the most important places. In this article the author offers the methodical recommendations for the developing of foresight demand for graduates from regional universities paying attention to the peculiarities of the strategy and development indicators in the region.


Evaluating the macroeconomic efficiency of infrastructure support to the national innovation system of Russia

Subject The article addresses infrastructure support to the Russian innovation system that creates an appropriate innovative environment and contributes to efficient functioning of all subsystems of the national innovation system.
Objectives I focus on designing a comprehensive methodology to assess the performance of infrastructure support for innovative development.
Methods The paper considers the existing methodological approaches and combines the integrated approach to innovation infrastructure assessment with scientific substantiation of the system of chosen indicators, calculation of complex and integrated indices of infrastructure efficiency.
Results I designed a structural model of infrastructure support to the national innovation system and offered a methodological approach to its performance evaluation, which was tested on the database for 1995–2015. On this basis, I showed how certain factors influence the results of innovation and identified those having the biggest impact on innovation activity and providing a multiplier effect of State investment in innovative development.
Conclusions It is necessary to shift focus to commercialization of innovative products and high-tech services as a source of competitive advantages of the Russian economy. The findings may be useful for State and municipal authorities to work out plans and programs for innovative development, for higher schools to train students majoring in economics, and for research on innovative development.


Problems and variants of multiplier effects calculation when implementing the program-and-project-based approach to integrated socio-economic development of municipalities

Importance The article considers the specifics of determining the multiplier effect parameters. The measurement enables to use a rational approach to evaluation of projects focused on integrated socio-economic development of municipalities.
Objectives The key objective of this study is revealing the specific features and options for evaluating the multiplier effect to define both direct and indirect results of business performance.
Methods We reviewed and analyzed different methods of calculating the multiplier factor (based on identification of marginal propensity of society to consumption, a retrospective analysis, and the 'input-output' model).
Results We determined the algorithm of actions to evaluate the results of economic activity, i.e. identification of sectors, industries and areas that are affected by the implementation of the process being evaluated; selection of parameters and indicators to be measured in the course of the study; calculation of the multiplier factor (it can be significantly complicated by imperfect methods of calculation and insufficient statistical information). We also described approaches to determining the multiplier coefficient. It allowed us to estimate the multiplier effect from the specific project, i.e. creation of antimony processing plant in Degtyarsk, and substantiate its importance for the economic system.
Conclusions Calculating the multiplier effect enables to make informed decisions on specific social and economic project implementation (through taking into account direct and indirect results of activities).


Financial audit as a quality control system of the entire management process of the organization

Importance At the present stage, the requirements to increase the efficiency of company management are getting tougher. They necessitate improving the function and reforming the internal financial audit as a part of management. Many chief executive officers and heads of various departments address financial aspects of their business only when a crisis occurs. Meanwhile, it is next to impossible to achieve success in any business without competent supervision of financial activities.
     Objectives The study aims to determine the basic principles of financial audit within the Russian system, to study and demonstrate the need to organize financial audit at enterprises, and to develop recommendations for its introduction and performance.
     Methods In the study, we used analytical methods to review how various enterprises create, develop and apply methods, instruments and procedures that are necessary to build, implement and perform financial audit.
     Results Any audit should be arranged so as to ensure the performance of required procedures providing the auditor with sufficient and appropriate audit evidence. The study has developed the theory of financial audit, clarified its goals, objectives, basic principles, and development trends. Furthermore, the study has identified the role and the main content of standards for financial audit that ensure its quality and proper execution of its results.
     Conclusions and Relevance Financial statements contain considerable amount of financial information for analysis, on which basis large companies are strictly ranked in various ratings. The ratings, in turn, serve as guidelines for investment patterns.

A human-resource infrastructure of the national innovation system: problems and development prospects

Importance The article describes the issues and the development prospects of human-resource infrastructure of the Russian National System of Innovation. The different aspects of manpower training are presented in the works of many foreign and domestic specialists from different perspectives and with different emphases.
     Objectives The aim of the present paper is an analysis of the current state of engineering and technical personnel training for the innovation sphere by institutions of higher and secondary professional education, and also highly qualified personnel training (Candidates of Sciences and Doctors of Sciences) and skilled workers, as well as determination of the main directions aimed at improving staffing support for innovation activities.
     Methods In the paper, I have considered the negative trends and problems of staffing support at the present stage of an innovative economic development, which involve such issues as workforce ageing, a reduction in the number of personnel engaged in research and development, the "brain drain", and the shortage of engineering and technical specialties. The paper's analysis of training situation related to human resources for an innovation sphere revealed a trend of decreasing supply of trained personnel for an innovation economy. The article reviews the today's organizational forms of advanced vocational training, additional training in the field of innovation activities, and foreign experience in the field of approach to staff training for professional production, as well as mechanisms applied to attract employers to participate in ensuring professional training.
     Results The staff assistance in an innovation activity, along with providing of scientific and engineering and technical personnel, also includes labor force formation and training of qualified workers and specialists.
     Conclusions and Relevance The paper identifies the main problems, which solution will enable to upgrade an existing approach and infrastructure reconstruction of qualified workers and specialists training. I also define the main directions aimed at improving the qualified workers and specialists training.
