Methodological approaches to the evaluation of effectiveness of strategic programs in the subject of the Russian Federation

Importance The subject of the research is the process of realization of the program and target method of management of public resources in a constituent entity of the Russian Federation. The article deals with methodological approaches to assessment of effectiveness of strategic programs in a constituent entity of the Russian Federation.
     Objectives In our article, we aim to show possible techniques of assessing complex effectiveness of strategic programs taking into account the specifics of region's capabilities and possible threats for budget and population. The lack of comprehensive assessment of the effectiveness of strategic programs implementation in a territorial subject of the Russian Federation appears in weak coordination of budgetary funding opportunities with productive indicators of social and economic system.
     Methods We hypothesize that complex effectiveness has to include economic, social and socioeconomic effectiveness. Using the Perm region case, we have applied the method of correlation and regression analysis on the basis of which we have made evaluation of complex effectiveness of expenditures of consolidated budget for implementing the program of social and economic development of the Perm region for 2009 - 2012 and for the period till 2017. The production sphere, infrastructure and use of natural resources constitute a zone of ineffective and improper management. They identify the areas of threat to the social and economic system development, and, consequently, high budgetary risks.
     Results We conclude that currently the program resource management in regions requires new, higher-quality control mechanisms, one of which is comprehensive assessment of effectiveness of programs for strategic development of a region.
     Conclusions and Relevance The results of this research may be used by regional and municipal government agencies to create methodological and normative databases of program control over budgetary resources.

One of the problems in modern agriculture is the inequality in the level of development of different areas. In the article the agriculture state in municipal areas of Krasnoyarsk territory is investigated. With the help of multidimensional statistic methods classification of areas is done, the characteristic of chosen clusters is given and features of their differentiation are revealed.

Importance The article studies organizational and economic aspects of crowdfunding intended to finance agricultural projects. We provide methodological recommendations for designing and implementing the crowdfunding scheme in rural areas.
Objectives We outline methodological recommendations for building a crowdfunding model to finance innovative and investment projects in line with sectoral distinctions of agriculture.
Methods The research is based on general scientific methods of analysis and synthesis, statistical and analytical data on performance results of crowdfunding platforms.
Results We unfold distinctions of the crowdfunding model applied to agricultural projects, and provide our advice on the way agricultural projects should be pitched.
Conclusions and Relevance Being a promising tool to raise the finance of innovative and investment projects in agriculture, crowdfunding has its sectoral distinctions to be considered in order to select a crowdfunding model and arrange project presentation stages. Our recommendations can prove useful for agricultural producers and other entrepreneurs to select an appropriate crowdfunding model of innovative and investment projects in agriculture.


Evaluating the economic mechanism of the agricultural sector as a tool to ensure the food security of the region

Importance Sustainable development of the agricultural sector depends on the economic mechanism. Its efficiency evaluation helps determine the effectiveness of changes in agriculture and elaborate the main areas for improving agricultural policies.
Objectives The research devises a methodological approach to evaluating the economic mechanism efficiency in the agricultural sector and its implementation, illustrating the regions of the Siberian Federal District.
Methods The efficiency of the economic mechanism was evaluated through methods of multivariate statistical analysis. We applied a factor analysis to make an integral evaluation of the economic mechanism and a cluster analysis to classify regions in terms of the economic mechanism efficiency.
Results We evaluated the economic mechanism in the agricultural sector of the Siberian Federal District, ranked the regions per efficiency and identify three clusters, i.e. the effective, moderately effective, and ineffective ones. When forming the economic mechanism, regions should consider climatic, national and organizational specifics of agriculture.
Conclusions and Relevance The outcome not only reflect the extent of regional differentiation in agricultural development of the Siberian Federal District, but also lay the basis for initiative to tackle it as part of the general agricultural policy.


A crowdfunding model for agricultural financing: Application features

Importance The article deals with the issues of crowdfunding as a modern financing instrument to attract resources and finance projects in the agricultural sector of economy.
Objectives The article aims to develop methodological recommendations for setting up a crowdfunding model for financing innovation and investment projects, taking into account the sectoral characteristics of agriculture.
Methods For the study, we used general scientific methods of analysis and synthesis, considering various statistical and analytical data from the crowdfunding platforms.
Results The article reveals the specificity of the crowdfunding model of financing in relation to the sectoral characteristics of agriculture and provides specific recommendations for the crowdfunding campaign to attract funds to rural-area business projects.
Conclusions and Relevance Crowdfunding, as a promising tool for financing innovation and investment projects in the agrarian field, requires consideration of sectoral characteristics of agriculture that condition the selection of a specific crowdfunding model and the crowdfunding campaign stages. The recommendations offered can be used by agricultural producers and other agrarian entrepreneurs when deciding on the choice of a crowdfunding model for financing investment and innovation projects.


Current aspects of improving methods for evaluating the sustainability and reliability of tourism companies

Importance Many tourism companies have gone bankrupt and ceased their operations in recent times. The article considers a relevant issue of managing tourism companies' risks and using advanced mechanisms for this purpose. We describe a stress testing method that is actively applied nationwide and abroad for early risk identification in the banking and insurance sector. However, stress tests are not widely utilized in the Russian tourism market as a tool for assessing probable damage and loss.
     Objectives The article investigates whether it is possible to apply stress tests in evaluating sustainability and reliability of tourism companies, and outlining recommendations on the ways to implement the advanced method as part of tourism regulation.
     Methods Conceptual provisions of risk management, proceedings of leading Russian and foreign scholars on risk management constitute the methodological underpinning of the research. The scenario analysis is applied as the main approach to stress testing in tourism.
     Results We suggest stress tests should be conducted in tourism companies using the worst case scenario. Stress testing should rely on a simulation and balance model that envisages effects of macroeconomic and social indicators on key indicators of tourism companies, including those describing insufficient flight occupancy, untimely payment of salaries to tourism companies' employees, amounts due to hotels, airline companies and banks. It will help evaluate aggregate losses and capital deficiency. Tourism companies will be more protected from bankruptcy, and tourism companies and tourism regulator will implement an effective system for monitoring tour operators' financial stability.
     Conclusions and Relevance We present materials in our article that may be used for further researches on risk management. The materials may prove useful and helpful in setting up a risk management system in tourism companies.
