A criterion system for evaluating the economic efficiency of forest management in sparsely wooded regions

Importance The multifunctional purpose of forests requires the development of a forest management mechanism, which would include an effective system of organization of forestry activities in complex areas, ensuring the profitability of use of forest products and expanded reproduction of forest resources.
Objectives The paper aims to assess the effectiveness of forest management in the Volgograd oblast as a sparsely wooded region in the South of the Russian Federation.
Methods For the study, I used statistical and economic, and design and constructive methods of analysis.
Results In the article, I propose the results of evaluation of the effectiveness of forest management in the Volgograd oblast.
Conclusions The efficient development of the forest sector of the economy requires favorable social, economic, environmental, and political conditions.


Shaping the system of corporate environmental management in the agricultural enterprise

Importance Russia faces a complicated environmental situation due to ineffective industrial production management and lack of appropriate environmental control mechanisms. If the environmental management principles are set in the agricultural business, it will improve the food safety, population health and preserve agricultural landscapes, thereby ensuring the national environmental security as a whole.
     Objectives The research pursues substantiating the efficiency of implementing a corporate environmental management.
     Methods
Using methods of economic statistics and estimation, and constructive methods, I reviewed phases of implementing environmental management and demonstrated its efficacy.
     Results The article presents mechanisms for implementing and running corporate environmental management in corporate activities on the basis of the Deming cycle. I analyzed how stakeholders influenced corporate operations and estimated costs for setting up corporate environmental management with the case study. The research evaluates the economic efficiency of implementing the corporate environmental management.
     Conclusions and Relevance I conclude that there is a need in research into systematization of processes of implementing the environmental management and evaluating its efficacy at the current stage of economic reforms that are to ensure the sustainable use of natural resources.


The human development index in Russia: analysis and prospects

Importance The article deals with the problems of assessing the trends and justifies the level of human development.
     Objectives The aims of the paper are to assess the current state of and rationale for the development prospects of the indicators included in the human development index in the Russian Federation.
     Methods A theoretical basis of the study was the work of domestic and foreign scientists, and regulatory documents. An information base are the annual human development reports, materials of the Russian Federal State Statistics Service and monitoring of the social and labor sphere in Russian regions.
     Results The paper considers the indicators to justify the priority of human development programs in the future of any State (indices of longevity, education and standard of living). It overviews the research on economic development based on the indicator of gross domestic product and economic growth to promote the social progress.
     Conclusions and Relevance The paper concludes that the development of the Russian economy is due to the achievement of the level of education and healthcare through public policy to increase resources to address social issues at all levels of Government. In addition, it shows that the amount of the country's GDP per capita has an effect on human development, education affects the life expectancy and education costs have an impact on the literacy rate.


Employment and unemployment in Russia

Importance The article deals with the regulation of employment and unemployment, and the assessment of trends and prospects of their development.
     Objectives The aim of the article is to justify the growth in employment and reducing the unemployment of economically active population.
     Methods For studying the issue, I used materials of the Federal State Statistics Service and the results of the monitoring of the social and labor sphere.
     Results I have investigated the conceptual apparatus of employment and unemployment; analyzed the indicators on employment of the population; justified the provisions on the need for proactive government policies in the field of employment. I identified the leaders in the number of people employed in the economy (Moscow region, St. Petersburg, Krasnodar Krai, Sverdlovsk and Rostov regions), as well as the regions with a lower percentage of employed (Chukotka and Nenets Autonomous Okrugs, Jewish Autonomous Oblast, Altai Republic and Magadan region).
     Conclusions and Relevance A conclusion is that employment is a prerequisite for human reproduction, since the level of employment affects the income level of the population, costs of recruitment, training, re-training, skills development, the employment and income support for the unemployed. Unemployment stimulates interest in the quality of labor, improvement of the educational level and skills. The results of the research can be used in the formation of the active employment policy and the regulation of demand for labor, which would reduce the unemployment rate of the economically active population. In addition, the results will be relevant in the development of a professional and territorial workers' mobility, orientation of the unemployed on the future needs of the labor market.


Improvement of taxation of income of rural population

This article describes the main problem of the taxation of income of the rural population. Dependence of labor productivity on a salary in agriculture is considered. The special attention is given to questions of increase in tax base on a tax on the income of individuals in agriculture, and also to decrease in tax load of compensation fund.
