Improving the personnel policy of commercial banks

Importance The urgency of the research in commercial banks' personnel policy is underpinned by the need to improve bank management and the influence of the quality of personnel on operations of credit organizations. Banking personnel deficiency is particularly severe in the North Caucasian Federal District.
Objectives The study aims to review main trends in training, retraining and advanced training of commercial banks' personnel.
Results We formulate the idea of the levels of training of qualified bank personnel, identify the interest of the Ministry of Education and Science of the Russian Federation in the training of highly qualified personnel of various specialties, which defines the need for developing the third level of training, namely, research. The latter should contribute to the introduction of scientific developments to credit institutions' activities and facilitate their sustainable development.
Conclusions The analysis shows that banking personnel deficiency is particularly relevant in the North Caucasian Federal District. This re-emphasizes the potential of economic universities that train specialists majoring in finance and credit.

Subject The research in the field of Islamic banking is conditioned not only by bankers’ interest in innovative financial products but also by a variety of interpretations of theoretical foundations of Islamic banking, as well as a discussion on the need to apply the experience of Islamic banks in the traditional financial system.
Objectives The aim of the study is to examine theoretical foundations of Islamic banking in the understanding of leading scientists of the CIS countries, to identify prospects and problems for applying the experience of Islamic financial institutions in Russian regions.
Results The analysis of the banking sector in regions that implement a pilot project for introduction of Islamic banking revealed a number of problems and prospects.
Conclusions An Islamic banking model has a specific set of properties contributing to formation of sustainable development of not only the banking market but also the financial market as a whole. Therefore, the practical use of characteristics of the Islamic banking model is a promising direction in addressing the challenges of innovative banking products and services generation and modern banking modernization, based on diversification of risk between the participants of economic relations.

Transformation of Islamic banking risks under the influence of integration processes

Subject Risk is an integral part of any economic activity. The functioning of various economic models implies not only the presence of specific features, but also specific risks. Active dissemination of Islamic finance in the global financial market dictates studying the risks of Islamic banks and identifying their sources and specifics.
     Objectives The paper aims to identify risks inherent in the canonical Islamic economic model and the model formed on its basis through integrating the elements of the Anglo-Saxon model into it.
     Methods I analyze the basic approaches to risk classification of Islamic banks that are presented by researchers of international organizations, and foreign and domestic scientists. To determine the risks inherent in Islamic banks, I offer two forms of their functioning: the natural economic environment and the economic cluster.
     Results There is a separation of concepts of 'modern Islamic banking' and 'Islamic banking'. In their product line, modern Islamic banks include products specific for the Islamic economic model and the Anglo-Saxon model adapted to the norm of the Islamic law. Islamic banks have the risk of non-compliance with the norms of the Islamic law, which under current conditions may be supplemented by exposure to changes in prices for oil products, as well as geopolitical risks, which do not fully pertain to economic risks.
     Conclusions The research results will help identify tools to reduce the risk of modern financial institutions of both the Islamic banking and traditional one.

Expansion of Islamic banking products in the global financial market

Importance Since the late 20th century, Islamic financial institutions have actively appeared in the financial markets of Europe and America. Banks appear in the United Kingdom, Germany, the USA to offer products based on the norms of Islamic law. The bankers' interest stems from the need to attract customers with moral standards (negative attitude to speculative trading), and the fact that Islamic financial institutions were insignificantly affected by the 2007-2009 global financial crisis.
     Objectives The study aims to investigate the expansion of Islamic banking products and the demand for them in the global financial market.
     Methods I collected, processed and analyzed data from statistical reports of Ernst&Young and the International Monetary Fund, and identified the key trends in expansion of Islamic banks and banking products based on the norms of Islamic law. The study also includes an analysis of Islamic banks' assets for 2011-2013.
     Results The analysis of the market of Islamic banking products shows that most of them are targeted to finance social projects. This leads to an increase in production and improvement of human wellbeing through educational programs, housing construction and other priorities financing. This focus of Islamic banking products is one of the factors of their implementation outside the region of the Islamic model of banking products.
     Conclusions and Relevance The interest of Western financiers in Islamic banking products contributes not only to the adaptation of the latter to the European model of the financial market, but also leads to an increase in the volume of assets of Islamic banks in the global financial market, which in the future should result in a more stable market environment as compared to the current one.

Banking products market as the main source of economic growth in Russia

The article points out that the banks play an important role in the economy, and they constitute the main institutions of redistribution of funds. Therefore, while fulfilling their regulatory function, the banks make an impact on the economy development, thus increasing the particular industry financing. The paper considers the Russian banking products market, which the main objective at this stage is to promote the country's economic development by means of the funds reallocation. The author makes an analysis of the dependence of the level of the Russian Federation GDP on the volume of the legal entities lending, including individual entrepreneurs. A detailed analysis of the key performance indicators of the banking products enabled to identify the main consumers of banking products and to define the reasons for their dominance in the structure of banking customers. The article determines the main directions of development of the banking products market aimed at a certain result, which include both the industrial society and the consumer society. The article analyzes the dynamics of lending of the natural and legal persons and identifies the priorities in an area of lending. The paper defines the main tasks of the banking products market, which are performed in the system of economic relations to promote the country's economic development. Based on this analysis, the author arrives at a conclusion about the need to strengthen the role of the Central Bank of the Russian Federation in the field of banking products regulation, to stimulate the creation and development of the innovative Russian banking system products and to establish a flexible financial system of the country, which should contribute to the financing and lending priorities of the socio-economic development of the country. The methods of the scientific knowledge: abstract and logical, structural, functional, statistical ones, and comparative analysis, graphical and theoretical modeling served as the methodological basis of the research.
