The formation of conditions for sustainable development of territories is mainly connected with solving socioeconomic problems of a region. In most cases regions cannot provide for the effective functioning of the social sphere properly because of the budget shortage. It causes the further increase of territorial socioeconomic differentiation.


The relationship of dynamics of learner's readiness to get established in profession with the type of employment

Importance Significant losses due to non-major employment of college graduates make search certain instruments of the management mechanism supporting the educational and career paths of professional formation. Identification of cause-effect conditioning methods to enhance trainees' vocational readiness and its future employment would reasonably adjust the efforts of the University to ensure the acceptable values of the coefficient of 'employment of graduates on speciality'.
     Objectives The main objective of the study is the impact force performance diagnostics of professional capacity in the distribution of graduates in the labor market according to the size of the training received.
     Methods The authors built a theoretical model describing a dependence of dynamics of learner's willingness and the future employment. For testing the model, the authors have developed an empirical base and representative methodological tools of diagnosis of the dependencies between the input parameter (the dynamics of learner's readiness) and the resulting value (type of employment). Using ordinal logistic regression, the authors have tested the studied dependence.
     Results The study confirms the positive relationship between the rate of increase in the learner's profession readiness at different stages of the realization of the paths of professional formation and the type of graduate's employment: the increasing availability with a varying measure of intensity (from moderate to intense) increases the probability of a graduate in the acquired profession, and the reduced one leads to leaving the profession. The results obtained confirm the availability to target regulatory values of the coefficient of employment of graduates of specialized professions by entering the tools for building a learner's readiness to take place in the profession. The authors proposed and justified the regulators, which should be included in the student tracking system and promote a core employment.
     Conclusions and Relevance The identified nature and direction of the dependencies will allow predicting a possible increase of the frequency of profile of graduates' employment as a consequence of the change in the level of readiness in key stages of the educational and career path.

Importance The article discusses the situation on the financial technology market and major trends in its development.
Objectives The focus is on defining the principal directions of the financial technology market development.
Methods The main research methods are analysis and synthesis. They enable to identify trends in financial technology development.
Results The paper analyzes main segments of the financial technology market, identifies main drivers and changes in the area. It also reveals the volume of global venture investment in financial technologies and defines the main directions of the financial technology market development.
Conclusions The main directions of the market development are investing in financial technologies, reducing the share of the banking sector and the number of intermediaries in the financial market, enhancing regulation by the Bank of Russia. It is important to transform rendered services into integrated products, use understandable software interfaces and provide on-line access to them. The results of the study of the main market segments may be used by commercial organizations to select the state-of-the-art financial technologies and transform their business models to modern conditions.

Subject The article deals with the issues of resource balancing of the entities' economic activities.
     Objectives The paper aims to formulate principles and possibilities of use of the technology of resource balancing of dominant business activity in the economy of the region.
     Methods To analyze the various aspects of microresource balances compilation at the level of individual business entities and sectors across the region, and to identify the most effective ways to harmonize the resource requirements of the dominant business activity with other activities in the economy of the region, we used the methods of inter-industry balances, matrix analysis, and a portfolio approach.
     Results
We developed a resource balancing technology allowing to align resource needs of various kinds of economic activities in the region and to coordinate the dominant activity's influence on the resource potential of the region.
     Conclusions We conclude that under resource-limited settings in any territory, it is important to coordinate the resource requirements of various activities. The prevailing economic activity should provide conditions for the development of other activities in the regional economy.

Importance The article discusses the matter of evaluating the efficiency of budgetary resource management in municipalities of the Russian Federation and illustrates general educational institutions of the Nizhny Novgorod municipal district.
     Objectives The research strives to improve the methodology for evaluating the efficiency of budgetary resource management in educational institutions.
     Results We prepared a methodology for evaluating the efficiency of budgetary resource management in educational institutions through standardized and specific indicators of the quality and cost of services rendered by educational institutions. We also identify the reasonableness of this research using reports on the network, staff and categories of budgetary fund beneficiaries, with relevant indicators being presented in a comparable format through standardization.
     Conclusions and Relevance The proposed toolkit is versatile, since it can be used to evaluate the quality and cost of any services rendered by State-financed institutions both separately and in relation to the industry as a whole. The outcome is relevant to governmental authorities and other financial institutions. Using the proposed method for evaluating the budgetary resource management in educational institutions, it is possible to choose the most effective method of governmental spending and consider long-term implications of decisions, rather than short-term ones only.


Analysis of the region's budgetary flows

Importance A budgetary system may be considered efficient if it has available finance for urgent expenses in order to improve the population's quality of life. The Federal Treasury plays an important role in enforcing budgets, as it ensures budgetary spending to meet their intended purpose.
     Objectives The research aims at improving the methodology for evaluating the region's budgetary flows and focuses on the regional budget. The research examines the process of budgetary flows through the Federal Treasury bodies, with evidence from the Nizhny Novgorod oblast.
     Methods Analyzing budgetary flows, governmental authorities obtain necessary information to take decisions, formulate and enforce financial policies so to improve the efficiency of budgetary spending and strengthen control over it.
     Results We devised methods for analyzing the region's budgetary flows on the basis of combined indicators of trends, quality, balance, liquidity of budgetary flows and efficiency of the budget use. It is reasonable to analyze budgetary flows on the basis of the Cash Flow Statement, which is prepared on operating, investing and financial activities, rather than on sources and areas of finance. The Cash Flow Statement is the main source of information for analyzing budgetary flows. We also evaluated budgetary flows in the Nizhny Novgorod oblast for the period of 2011-2013.
     Conclusions and Relevance The presented indicators allow to precisely determine any deviation of budgetary revenue and spending, and reasonably regulate budgetary revenue. The findings of the research may be interesting for the Federal Treasury bodies and other financial institutions.
