The process of the Chechen Republic’s budget implementation: key results and trends

Subject The article addresses intergovernmental fiscal relations, fiscal federalism, and problems related to the balance of the budgeting system of Russia.
     Objectives The purpose of the study is to analyze aspects of the budgetary system of the Russian Federation, and identify the specific features of budget mechanism of the Chechen Republic.
     Methods The study rests on econometric methods to perform a comprehensive analysis of budget targets of the Chechen Republic.
     Results The analysis identified major positive and negative trends in the formation and execution of the budget. Furthermore, the paper structures the legislative and regulatory framework of the budget formation and execution, provides a brief description of the history of the budget system formation in the Chechen Republic.
     Conclusions and Relevance I propose and justify specific recommendations to improve the financial stability of the budget system of subjects of the Russian Federation. I also emphasize the role of the Federal Center in developing and implementing the policy of the region to improve its fiscal sustainability. Only joint efforts of the Federal Centre and the government of the Republic may help qualitatively and promptly cope with major deficiencies in some aspects of the region’s budgetary system functioning.


Regional banks under modern conditions of the Russian economy

Subject The article investigates the current state and development prospects for regional banking systems.
Objectives The aim is to analyze aspects of the Russian banking system functioning, to identify the specifics of the bank regulation mechanism in the Russian Federation.
Methods The methodological basis of the research is scientific methods of dialectics, analysis, synthesis, induction, deduction, and analogy. Using the combination of economic and statistical methods and econometric analysis, I analyzed the impact of reforms in the Russian banking system in the regional context.
Results The study identified key benefits and specific features of regional banking systems functioning.
Conclusions and Relevance There is an urgent need to study the peculiarities of regional commercial banks' development to boost their performance and competitive edge. To improve the financial stability of banks, including regional, both the efforts of credit institutions themselves and a balanced policy in the area of bank supervision and regulation are required. Retaining all financially sound banks, occupying a specific market segment, will provide competition in the securities market and contribute to increase the growth rate of the national economy.


Industrial production of the Chechen Republic: Relevant aspects of development

Subject The article considers the issues of development of the industrial sector of the Chechen Republic.
Objectives The article aims to analyze the condition of industrial production of one of the most underdeveloped subjects of the North Caucasian Federal District, reveal its features, and identify the possibilities for improving the situation for the Chechen Republic.
Methods To analyze the industrial sector development indicators of the Chechen Republic in a given period, I used econometric methods.
Results The article presents an assessment of the level of industrial production of the Chechen Republic through the provision and analysis of benchmarks. It identifies the key problems and shortcomings in the industrial management system, and describes the main trends in the industrial sector of the economy of the Republic. As well, the paper proposes certain guidelines for improving the management of the industrial complex.
Conclusions To improve the current negative situation in the industrial sector of the Chechen Republic, it is necessary to increase control over the spending of government program funds and, eventually, eliminate the practice of gratuitous budget injections in unprofitable enterprises. Without investment sites provision with proper resources, the intensification of the investment process in the region is difficult to achieve.
