In the article the features of the Russian state budget in the second half of XIX century - 1917 are presented. Particular attention is paid to the sources of the state budget, revenue management, changes in the tax system theme, public authorities exercising the functions of tax administration, mechanism of interaction between the Ministry of Finance and the Ministry of Internal Affairs at the completion of the state budget.

Importance The article covers the methods of evaluating the efficiency of the regional economy.
Objectives The paper aims to develop a technique to evaluate the energy efficiency of the regional economy.
Methods Nine principles of research using a correlation analysis served as a basis for my method: of the 46 original indicative figures, I selected three that have a significant impact on the level of energy efficiency: average cash income per month, energy consumption per capita, percentage of energy-intensive industries.
Results As a result, I present a methodology to assess the energy efficiency of the regional economy.
Relevance The proposed approach can be used to determine the level of energy efficiency and the search for reserves of growth of both the regional and municipal economies.

Subject The article discusses the issues of the formulation and implementation of energy conservation policies of constituent entities of the Russian Federation.
Objectives The paper aims to identify the regions of the Russian Federation similar in energy efficiency indicators.
Methods As a methodological basis of the study, we used the techniques of discriminant analysis, Spearman's rank correlation analysis, and Ward’s methods in the package of applied statistical analysis of Statistica 6.0.
Results There are three most important indicators: average cash income per capita per month, energy consumption per capita, and the percentage of energy-intensive industries. We clustered regions of the Russian Federation and specified three groups of subjects of similar energy efficiency indicators.
Relevance The results obtained can be used to generate the energy-efficient State policy that takes into account regional peculiarities.

Importance Nowadays, petrochemical enterprises show increasing interest in various methods to assess innovative capacity and to manage innovation-driven development. The petrochemical industry is generally represented by large holdings. Therefore, it is critical for them to have a methodology to assess the readiness of subsidiaries incorporated in a holding to introduce innovation.
Objectives The study aims to create a system of indicators to assess the readiness of petrochemical enterprises to implement innovation projects, considering the specifics of the industry and the interest of the parent company of the holding in high return on investment.
Methods The study draws on the systems approach, general scientific methods of analysis and synthesis, and expert, statistical, graphical methods and techniques.
Results The analysis of the petrochemical industry helped define its status and development prospects. We created a system of indicators consisting of five groups to determine the appeal of petrochemical enterprises. The offered system assesses the internal environment of the organization and demonstrates how the latter is prepared to introduce innovation from the perspective of its production, finance, personnel, etc.
Conclusions If used in practice, the offered system will enable a detailed due diligence of petrochemical enterprises and assist the holding's parent in making management decisions when preparing plans for investing in subsidiaries.
