In this article the methodological basis of the implementation in the Russian Federation of the system of the address (target) food aid to socially vulnerable layers of the population are considered. The criteria and principles of functioning of this system, determined by its shape are allocated. The method was developed for the economic substantiation of the effectiveness of the system and the optimal size of the food aid in terms of value based on the use of the level of the monthly expenses of the population for the purchase of food supply, the amount of monthly cash income per capita, the annual volume of production of agricultural products in the region.

In the article the possibilities of application of the Doctrine of food security of the Russian Federation are estimated. The factors which aren't allowing fully to transform a problem of food security on the regional level are allocated. The comparative analysis of separate indicators of agriculture of Russia with similar practice of EU member states is provided. The conclusion is drawn on need of formation of the uniform legislation on food security both on federal, and at the regional level.

Questions of maintenance of food safety are one of priorities of a national policy of any state and the great impact on efficiency of functioning of all industries and spheres of public life make. In the present work with the help economic methods the basic forms of the state support of agrarian and industrial complex are analyzed, their comparative analysis with agricultural practice of the leading foreign states is carried out. The conclusion that in modern conditions structural revision of the mechanism of agricultural crediting and subsidizing for the purpose of increase in availability of financial assets is necessary for peasantry, and also introduction of state regulation of the prices for agricultural production is presented.

The article analyzes financial capacity of the agrarian and industrial complex of the Saratov region. The authors offer key characteristics: total volume of the government financial support, balanced financial result of agricultural producers, farmers' payment on credits and loans. The paper gives an assessment of efficiency of crediting and subsiding of the regional agrarian and industrial complex, their comparative analysis. The authors' method of calculation of outflow volume of financial means from agrarian sector of the economy, based on the determination of additional costs incurred by producers of agricultural products as a result of repayment of loans and payment of interest thereon. The authors reveal the necessity of changing the overall approach to lending sphere, based on planned lowering profitability of specialized credit institution acting in the interests of agriculture.

Importance Under scarce resources allocated by the budget of the enterprise, it is crucial to develop and implement a good strategy of planning the repairs and maintenance of metallurgical equipment.
Objectives The study aims to analyze existing strategies of capital equipment repair management, assess their practical efficiency, and develop a strategy to increase the return on financial investments and eliminate 'bottlenecks' in the operation of core process equipment.
Methods The research employed general scientific methods, like monographic, experimental, economic-and-mathematical to analyze various management strategies of capital equipment repair and assess their practical use.
Results The paper offers innovative approaches to planning the repairs of metallurgical equipment based on the theory of constraints. We analyzed modern management strategies of units' repairs and maintenance, calculated indicators of efficient management of repairs of metallurgical enterprise's equipment prior to and after strategy introduction.
Conclusions As a rule, simplified approaches are applied, which preclude correct and adequate assessment of available restrictions. This generates risks of core equipment shutdown, loss of production, inefficient expenditure, etc. Using a combination of strategies, which priority is the theory of constraints, will lead to apparent increase in operating time of equipment, enable to reasonably plan cost of repairs, and create conditions for enterprise's profit markup.


On efficiency of outsourcing repair work at industrial undertakings

Importance The article describes a set of issues related to evaluation of efficiency of customer repair services outsourcing of a large industrial enterprise.
Objectives The aim of the study is to analyze the existing approaches to organization and planning of maintenance and repair of equipment, identify determinants of efficiency of outsourcing these works by the parent company.
Methods The study employs monographic, experimental, and economic and mathematical methods.
Results We reviewed modern approaches to organization and planning of repairs and maintenance of units. The paper offers indicators to assess the efficiency of activities of outsourcing firms furnishing equipment maintenance and repair services for a parent company. They include, along with the cost of works, the indicators of labor cost, production volumes, specific costs of maintenance and repair, repair cost per man-hour.
Conclusions and Relevance Outsourcing maintenance and repairs has a number of benefits for the outsourcing company, i.e. deepening specialization of certain types of repair works; improving work performance; increasing the scope of services. We also revealed negative sides, which lead to a decrease in the number of repairs and an increase in the cost of repairs. It is important to make a preliminary assessment of the efficiency of outsourcing maintenance and repairs. The identified factors will enable the parent company to have economic benefits by reducing the production costs and enhance its competitiveness.


Local food systems as an important element of the mechanism to achieve food security balance in the region: The Saratov oblast case study

Importance The paper discusses the issues of achieving food balance in the regions of the Russian Federation while implementing the adopted Concept of food import substitution to counter the Western countries' sanctions against Russia.
Objectives We aim to study, specify and sum up foreign and Russian best practices in achieving a regional balance of food security, and develop and rationalize our own methodology in this area.
Methods For the study, we used the ABC and XYZ-analyses, a systems approach, deduction, induction, analysis and synthesis techniques.
Results As a result, we propose a rationale for a methodology for assessing the balance of food security in the region, including differentiation of the territory into individual local food systems, followed by a review of each of them on food self-sufficiency criteria. In the light of the world's major regional development theories, we propose our own approach to the formation of local food systems, involving the concentration of the production, processing, and distribution infrastructures of agro-industrial complex in the immediate vicinity of large urban entities.
Conclusions and Relevance We conclude that the proposed mechanism unifies the methodological approaches to determining the level of food balance in the regions, and it takes into account the impact on the spatial and economic development of specific territories. Our recommendations and conclusions can be used by the regional agribusiness management apparatus to identify rational logistics routes for the delivery of agricultural commodities to specific locations in the region for processing, as well as total intraregional food flows.


Radical fanaticism as a security threat to football competitions: Countering practices and containment methods through the lens of the 2018 World Cup

Importance Currently, radical fanaticism in football is a substantial threatening factor for sporting contests and public security. The article analyzes methods for countering and containment of this phenomena, being important for Russia before the 2018 FIFA World Cup.
Objectives The research examines and summarizes foreign and Russian practices of countering radical fanaticism in football, identifies the most effective forms for curbing illegal activities. We articulate and substantiate our own methods in this area.
Methods We apply a systems approach, traditional methods of theoretical research, i.e. deduction, induction, methods of analysis and synthesis.
Results We provide the rationale for a cluster approach to countering radical fanaticism in football. It requires to split the competition process into three structural components transport, tourism and sports. As part of the clusters, we suggest implementing a set of preventive measures to screen radical fans before football matches. This technique will help to demarcate areas of law enforcement authorities responsibilities and duties and timely respond to unlawful activities of radical football fans.
Conclusions and Relevance The proposed model unifies methodological approaches to countering radical fanaticism and consider the specifics of each football match. Our recommendations and conclusions can be used by law enforcement authorities of Russia to deter radical football fans and set up a comprehensive security system for the 2018 FIFA World Cup.
