Prerequisites and directions for strategic development of the chemical industry of the region

Importance This article presents a modern analysis of the functioning of one of the key sectors of the Kirov oblast economy, namely the chemical industry.
Objectives The article aims to study the current state of the chemical industry of the Kirov oblast, provide an expert identification of the main problems of its operation and develop its strategic development directions.
Methods For the study, we used economic and statistical, expert methods, and the methods of PEST and SWOT analyses.
Results Based on the results of PEST and SWOT analyses, the article identifies a number of issues affecting the long-term sustainable development of the chemical industry of the Kirov oblast, and it proposes the main areas of the industry's strategic development.
Conclusions and Relevance The proposed main strategic directions for the Kirov chemical sector will enable the industry to maintain and develop its competitive advantage, provide an impetus for the development of the regional economy, and form unique competencies of the oblast. The results of the study can be used to develop a new version of the Strategy for Socio-Economic Development of the Kirov Oblast to 2030 program.


Concept model for socially-oriented and effective regional system of financing medical institutions

The article analyses approaches to reforming health system of Russian Federation in general and approaches to modernization of regional healthcare in particular. The authors propose an original concept model for socially-oriented and efficient regional system of financing health care institutions. The model is characterized by process approach to sequence of management decisions where each system element depends on previous and subsequent elements and is determined by choices of the essential element characteristics. In contrast to the known approaches, the model puts people in a center of financial system which allows to provide medical services adequately to their health, timely, in required amount and quality. This also allows to make healthcare system prevention-oriented. The article outlines model structure (conceptual, organizational, and financial components, political, administrative, technical solutions, performance level), demonstrates its advantages in relation to the current budget-insurance model.

Subject The article addresses financial relations in the Russian healthcare system.
Objectives The aim of the study is to develop a system of financial relations that corresponds to the world recent scientific achievements in the field of healthcare organization and financing and enables to meet primary goals of the domestic healthcare system.
Methods The study draws upon methods of historical, mathematical, logical, and structural analysis, and grouping techniques.
Results We created a socially fair, balanced and economically effective financial model of the Russian healthcare system functioning. It may be applied in the Russian healthcare system at the country level (especially to formulate scientific, conceptual and methodological approaches to financial relations in healthcare), and at the regional level (for its practical implementation purposes).
Conclusions and Relevance The Russian healthcare needs a new system of financial relations that are based on a balance between generation, distribution and utilization of financial resources to provide the maximum possible quality of services and cost-effectiveness of medical institutions, and on government control over financial support to public health service. The new model of financial relations should be theoretically substantiated and comply with laws and regulations of the Russian Federation.
