Realization of water strategy by the regions of Siberian federal district

In the article the characteristic of water use of regions of Siberian federal district which is carrying out water use in borders of the basin of Upper Ob, on water-retaining capacity of made production and specific indicators of water disposal, efficiency of use of water resources is given. Target indicators in the regions according to Water strategy of the Russian Federation for the period till 2020 are presented.

On an example of Khabarovsk area the results of administrative reform on the following directions are analyzed: regulation of public and municipal services (functions), providing information on government services provided in electronic form, the organization providing services on the principle of "one window" and the optimization of functions of executive bodies, etc.. It is shown that as a whole positive development of administrative reform in Khabarovsk area has of a number of problems.

In the article the essence of the concept "investment appeal of the region" is investigated. The analysis of dynamics of investment appeal of Far East subjects of Federation depending on change of external and internal conditions of managing is made. On the example of the Khabarovsk territory measures of the state support of investors in the region are investigated, efficiency of these measures from the point of view of the budget and investors is analyzed.

Subject The article addresses assessment of financial losses during credit policy formation of a company and development of practical recommendations to minimize risks in relationships with debtors and creditors.
Objectives The study aims to develop methodological aspects of financial risk assessment and practical recommendations for company's credit policy formation. They will minimize financial losses in relations with debtors and creditors.
Methods Discounting methods enable to estimate the real value of accounts receivable and financial losses of a company. We developed a database on the automation of supplier's operations to assess the class of creditworthiness of the buyer. It helps determine the type of credit policy of the company.
Results The considered methodical aspects and practical recommendations for credit policy formation combine the definition of real value of receivables, the use of database on automation of company's operations, assessment of the value of factoring transactions, and calculation of the economic size of discounts. They aim at enhancing the system of relations with debtors and creditors based on the criterion of optimum ratio of risk and profitability.
Conclusions The recommendations may be useful for company management in minimizing the financial risks when formulating the credit policy.


Designing the structure and formalized model of the regional system of Total Quality Management: the Republic of Tatarstan case study

Importance The article deals with the development of a regional model of the quality management system based on the principles and philosophy of Total Quality Management as a complex system, which reflects the multilevel structural-functional character of the region's economy.
     Objectives The goal is the development and improvement of the model of regional quality management system, which ensures the competitiveness of enterprises and organizations, the successful spatial development of the region.
     Methods The article suggests methodological approaches to the application of territorial quality management methods, based on the principles and philosophy of Total Quality Management to improve the competitiveness in the region.
     Results I present the developed model in a graphical and mathematical form. It integrates target subsystems and industries with control activities, for the first time presented by the eight principles of Total Quality Management (TQM). I offer an approach to the formation of a target system of the regional quality management system, which allows formulating the main objective of the regional quality management system and identifying the main objectives and tasks of the system in the tree of goals. I put forward a single regional system-wide criteria and performance indicators that allow the evaluation of the effectiveness of regional quality management system.
     Relevance The developed model helps to calculate a generalized measure of efficiency for the system as a whole, the overall performance of subsystems and industries, private values for individual block models, and it can also serve as a methodological basis for assessing the effectiveness of individual subsystems of the regional economy.


Methodological aspects of the simulation of quality management processes

Importance The article deals with the theoretical and methodological aspects of modeling of region governing processes based on the analysis of the relationship between the parameters that play a significant role in the organization of regional management.
     Objectives The objective is to support the structure and functions of the modeling methodology of management processes in the regional system of Total Quality Management.
     Methods The methodological aspects of modeling of region governing processes are formulated on the basis of the theory of goal-oriented systems and project management practices, summarized in the standards GOST R ISO 10006-2005, GOST R ISO/IEC 15288-2005 and GOST R ISO 21500-2014.
     Results The proposed approach makes it possible to predict the effects of control actions, which are the eight principles of Total Quality Management (TQM), for the first time adopted, and to plan the implementation of corrective measures to achieve the objectives. The presented economic-mathematical model is a set of equations and relationships that reflect the algorithm of functioning of the region. It allows one to simulate the effect of control actions on the performance of structural and functional units of the region in accordance with the purpose of control and thus improve the functioning of the region.
     Relevance The work's practical value lies in the fact that the offered methodology to model the regional management processes shall allow the authorities to project the model, taking into account the specifics of the region, to choose the optimum set of control actions, taking into account the specificity of the processes taking place in the elements, subsystems and regional management system, in general. For the first time, it is proposed to use the principles of Total Quality Management in relation to territorial systems that should enable a better use of reserves to improve the quality and competitiveness of products and services, as well as to ensure rational use of labor, material and energy resources.

The article presents the classification of credit consumer cooperatives. The paper studies the methods of the analysis and generalization the dynamics and structure of credit consumer cooperatives of the Belgorod region on various classification criteria. The authors systematize credit cooperatives in the region according to the number of shareholders and the size of funds using the method of grouping. They conclude that the use of the presented classification allows to examine the status of credit cooperatives.
