Development of technique of forecasting with use of the correlation and regression analysis

In the article by means of the correlation and regression analysis the most significant indicators influencing volume of housing stock are revealed, the interrelation between them is defined and the regression equation is constructed. On the basis of the equation of regression volumes of housing construction in the Vladimir region till 2015 on the basis of three-variant model are predicted.

Importance The article discusses the issues of assessing the development of the Far East.
     Objectives The paper aims to assess and substantiate the efficiency of tools for economic growth and minimize risks in the development of traditional forms of organization of regional economy and new models of spatial economics, using the Far Eastern Federal District as a case study.
     Methods For the study, we used statistical and expert analysis methods.
     Results We estimated the efficiency of tools for economic growth and minimizing risks in the development of traditional forms of organization of regional economy and new models of spatial economics.
     Conclusions and Relevance We conclude that the development of such a form as a territory of priority development in the Far Eastern Federal District poses a number of risks that reduce the balance and sustainability of the regional and local budgets. We offer certain proposals to address the risks.


A composite cluster for the Perm Krai: Prospects for creation and development

Subject The article addresses the structure and key performance indicators of innovative industrial clusters.
Objectives The study aims to develop a scheme of an innovation cluster, underpin its value and performance indicators for the strategy of cluster development.
Methods The methodology of the research relies on the analysis of competitiveness of territories. We review the existing clusters from the point of view of their effectiveness, using the European Cluster Observatory and approaches developed by Russian researchers.
Results The map of clusters of Russia includes a few clusters operating in the sphere of new materials and technologies, where seven of them are composite clusters. Composite materials have a large range of multi-zone applications. We offer a structure of aerospace composite cluster for the Perm Krai. When designing the new cluster, we used our own system of indicators. Based on these indicators, we made quantitative forecasts.
Conclusions and Relevance Based on the existing market demand for composite materials and evaluation of operating conditions of successful industrial and innovative clusters of the Russian Federation, we propose strategic indicators of cluster development up to 2020. The offered approach to cluster formation, as well as the structure and interrelation of indicators of cluster development can be used as a reference model for other cluster structures.

Project financing as a key to creating centers and axes of development for priority development areas in the Russian Far East

Subject The article provides a rationale for the role of project financing in sustainable economic growth of the Far East through new forms of spatial distribution of productive forces, namely priority social and economic development areas.
Objectives The aims are to analyze tools for stimulating regional development by means of creation of territories with special business regimes; to reveal specifics of project financing, determining its paramount importance in implementing the priority development area project and setting-up centers and axes of growth in the Russian Far East.
Methods The study rests on empirical research methods (comparison, description, measurement) and general logical methods (generalization, induction, systems approach, statistical methods and techniques.
Results We substantiate the priority use of project financing as a source of investment project realization by residents of priority development areas. The paper includes estimation of needs of priority development area investment projects for borrowed funds, and their conformity to available resources of specialized funds and targeted bank loans (on the Sberbank of Russia case).
Conclusions The formation of the institution of priority development area rests on basic concepts of regional growth. We define the specifics of project finance, which provides for its priority use as a financial resource to implement investment projects for priority development areas.
