The concept for solving the housing problem in the Republic of Tatarstan

The article notes that at present the importance of housing problem gets further enhanced for there is a growing social tension in society, coupled with the rising cost of housing, tax burdens and fees for maintenance and operation of housing. The concept for solving the housing problem in the Republic of Tatarstan to improve the affordability of housing in the realization of the State program of housing construction in the region through the investment potential of market participants.


Affordability of housing in the context of the impact of tax burden on the property of individuals

Subject This article deals with the issues of minimization of tax on property of individuals.
Objectives The article aims to consider the problems of realization of citizens' rights to housing in the perspective of the State tax policy and develop recommendations on their solution.
Methods For the study, I used the methods of functional and structural modeling, a systems approach, logical analysis, and statistical methods.
Results The article identifies the links between the availability of housing for citizens and the tax burden limiting the citizens' realization of the constitutional right to housing, childhood and maternity, as well as the ways of solving the problems identified.
Conclusions and Relevance The new principles for calculating the individual property tax reduce the affordability of housing, thus suppressing the institutions of motherhood and childhood in Russia, for they do not encourage financially an increase in the number of children in families.

Subject The article deals with the issues of managing and regulation of regional processes to provide innovation activities with all types of resources within the regional and national economy.
Objectives The article aims to analyze the current state of resources for innovation in the regions, identify obstacles to the implementation of these activities, recommend improvements to innovative resourcing.
Methods For the study, we used economic and mathematical methods, as well as the methods of statistical, comparative, and graphical analyses using official State statistics data.
Results We have considered the changes in and structure of resources for innovation in the regions of the Central Federal District. The Federal budget is found to be the main source of financial support for innovation.
Conclusions and Relevance The paper concludes that the processes of innovation resource require State regulation and control, since public sources are the main financing support to innovative expenditures. Regional authorities need to involve business entities in financing innovative projects. Strategic planning, to be implemented at all levels of the State and municipal government, should be an important tool for resource management of innovation.


Model representations of the fundamental principles of a sovereign State's financial policy in crisis

Importance In the study, fundamental principles of the financial policy are associated with model representations of the commodity-money balance and the conditions securing the balance. I apply a unique approach, under which I divide the commodity-money balance into three different components in terms of their hierarchy. These components relate to various institutions of power over things (movable, immovable) and over people (through the ownership of the objects of a natural monopoly).
     Objectives The objective is to study the problems of the financial policy of the State under crisis, and to develop model representations of the financial system of the State and the carried out policies, without regard to the degree of openness of the market.
     Methods The scientific research rests on simulating real-life events, taking into account the effect of various State laws and implications of their enforcement. The methodological basis of the research includes methods and principles of the system approach, the functional-structural modeling, logical analysis, statistics and program-targeted methods, as well as modern models of the financial system of the State.
     Results The study is an attempt to develop a holistic system-based model of fundamental principles of the sovereign State financial policy based on creating a single internal commodity-money balance in the country, with consideration of its various components and their interrelations.
     Conclusions and Relevance In conditions of financial crisis, the government financial policy should be independent and protected from foreign financial aggression that threatens the fundamentals of the national security and public safety.
