Importance The article analyzes and assesses the present state of health care in Russia and its regions, discloses pending problems and underpins perspective directions of its reform, modernization and development.
Objectives The aim is to perform a comprehensive research of the health care of Russia and compare it with foreign countries, define challenges, and justify the main areas of radical reform of its organizational and economic system.
Methods The study draws on methods of logical and comparative statistical analysis.
Results Recently, positive changes in indicators of health care development, health condition and life expectancy of the population have been observed in Russia. However, in terms of key performance indicators, the health care of Russia significantly lags behind developed countries. Further breakthrough development, radical reform and modernization of public health services should be viewed as major conditions to overcome a demographic crisis.
Conclusions To raise the health care in Russia and its regions to the world standards, it is necessary to review the State program of the Russian Federation for health care development, study and use the best practices, provide for effective State regulation, reorient to comprehensive diagnostics, prevention and treatment of diseases at early stages. A burning issue is to improve the training and professional development of healthcare personnel. The paper defines areas of updating the remuneration system in the sector.
