Subject The article deals with the methodological bases for assessing the effectiveness of municipal programs. Objectives The article aims to clarify the conceptual framework, identify shortcomings of the existing methods, and propose an approach to evaluating the effectiveness of the municipal program implementation. Methods For the study, I used comparative and logical analyses, the grouping method, random sampling, incomplete induction, and deduction. Results I clarified the definition of municipal programs and generalized the criteria of performance, quality and effectiveness of municipal program implementation. I offer certain proposals and an approach to evaluating the effectiveness of municipal programs, taking into account the indicators to assess the effectiveness of the activities of local self-government bodies, including an assessment of multiple performance criteria and the application of the method of correlation analysis. Conclusions and Relevance Model approaches and algorithms of estimation of the efficiency of municipal programs need to be adjusted in relation to the averaging of outcome indicators of efficiency and effectiveness, etc. A single evaluation methodology would help comparing the management quality of municipal programs and get a positive experience of the development of municipal entities. The conclusions and recommendations may be helpful to officials and specialists in the field of municipal social-economic development of rural and urban areas.
