Regional initiative to improve the well-being standard of the older generation: evidence from the Tomsk oblast

Importance The paper sets out the main directions, key performance indicators, and practical recommendations aimed at improving the well-being of senior citizens at the regional level. The proposed initiative is based on the requirement of the Plan of Action for Senior Citizens in the Russian Federation until 2025 to ensure a differentiated approach to the needs and interests of people, depending on age.
Objectives The paper aims to identify key trends, key stakeholders, target indicators, and specific recommendations to improve the well-being standard of the older generation in the Tomsk oblast.
Methods The study's factual database uses the international ranking data assessing the well-being of older people, FSSS and Pension Fund of the Russian Federation data, Unified Interdepartmental Statistical Information System (EMISS) data, and the results of Multipurpose Survey of the Living Conditions of Population. A large part of the recommendations is based on the results of scientific expert seminars and special sociological research.
Results The paper presents certain broad recommendations on improvement of the well-being standard of the elderly people of various age groups.
Conclusions and Relevance The proposed target indicators and the dynamics of their values make it possible to assess the effectiveness of regional social initiative, the use of financial resources, the dynamics of the development of public-private partnerships in the social sphere. They can be used as additional criteria for evaluating the activities of the governors. The results of the research can also be used by the Russian Federation subjects to extend, clarify and adjust the regional social policies in terms of improving the well-being of older persons.
