Importance The article studies the principles of the mechanism of planning of balanced development of a territorial system on the basis of our own approach to the choice of priorities, indicators and models to improve its reliability.
Objectives The article aims to develop a set of proposals that improve the mechanism's reliability for selecting development priorities of socio-ecological-economic systems.
Methods The research methodology includes a retrospective analysis of socio-ecological-economic systems' functioning, integrated analysis of mechanisms of planning, and the conceptual framework, notable for programming the development environment of investment.
Results We have developed and now present certain patterns of composing an environmental safety-oriented programme; methodological approaches to assessing the level of socio-ecological-economic sustainability of the system; methods, eliminating the deviations that occur as a result of the adoption of unilateral management decisions; design principles of a regulatory imbalance-resistant model in areas with potential anthropogenic hazard objects.
Conclusions and Relevance Sustainability of ecologically dangerous areas can be achieved by minimizing the risk of an emergency situation, gradual overcoming of imbalances in structural elements in accordance with the proposed principles of planning. The use of the reviewed complex of theoretical components of scientific and methodological foundations of the balanced development of regional socio-ecological-economic systems helps explore not the internal problems of economic, social and environmental subsystems but the external ones, arising from their interaction, thereby increasing the reliability of planning of industrial systems' transformation. We used the considered complex of proposals when developing the rehabilitation stages of contaminated areas affected by the activities of the Mayak chemical plant. A continued use of the complex of mechanisms for planning a balanced territorial development will improve the reliability of managerial decision-making of authorities at different levels.
