Importance The article deals with the concept of food safety forecasting of regions of the Russian Federation. It is very relevant in the light of the geopolitical changes since the correctness and accuracy of predicting food and food security in the region is new and one of the most important managerial tasks today. The paper considers the system of natural balances of agricultural raw materials and products of their processing. Objectives The objective of the study is to update and refine the theoretical-methodological conception of natural balances and products of processing of agricultural raw materials. We have resolved a number of tasks: determination of the component value of "food security" in the system of national security of the State; the definition of "food security"; summary of the concepts of food resources balances and the development of approaches to the formation of these balances, taking into account the current and upcoming changes in the socio-economic development. Methods For the study, we used theoretical, functional and organizational-economic analyses, as well as the methods of advance planning and forecasting. Results We found that food security at the regional level determines the capacity of the national socio-economic system to ensure comprehensive safety of modern society. Conclusions and Relevance The findings about the specifics of modern approaches to the formation and planning of natural balances of agricultural raw materials and derivative products will increase the activities of regional economic systems to a new level, and also can be used to develop food security programs at the regional level. The practical application of the results of the work will improve forecasting and planning procedures, taking into account the current economic and social trends.
