Development of an approach to the formation of the system of monitoring of socio-economic processes in the regions

Subject Regional management, which is determined by the effectiveness of interventions in different socio-economic areas of the territories, is the subject of the article.
     Objectives The purpose of the article is to justify the necessity of developing and implementing a monitoring system of the socio-economic situation of the territories in the context of the rapidly changing conditions of the entities' economic activities.
     Methods To study the issue, we used statistical methods.
     Results We have studied factors affecting the determination of the region's position in socio-demographic, operational and fiscal systems and investigated the works of scientists who have been solving tasks relevant of regional character in different periods of time. We have also analyzed the experiences of regional research of the scientists of the last century, and we are offering our own approach to the formation of the system of monitoring of socio-economic processes in the regions, which is to calculate the aggregate indicators of different spheres of socio-economic development of the territory on the basis of public statistics. As well we have analyzed the various aspects of social and economic development of energy and mining regions and identified the current trends of regional policy. We reviewed regional studies of different periods, and we have ranked resource regions at the level of socio-economic development, and identified the problem and prosperous areas of development and the most important areas of regional policy of the actors.
     Conclusions and Relevance We are suggesting the procedure for monitoring and research of the processes in economy and social sphere of regions of a particular type. We feel the need to study the dynamics of statistical indicators to make effective decisions by the regional management bodies. Our approach to determining the level of socio-economic development of the territories can be applied as a method for regional monitoring. The formation of unified methodological and methodical approaches to territorial administration will increase the efficiency of the functioning of the socio-economic systems.
