Industrial policy of the Sverdlovsk region: peculiarities of the modern stage

Importance Due to the instability of the macroeconomic environment and the further deepening of structural imbalances, to find sustainable and long-term sources of economic growth is currently very relevant. Historically, industry is the backbone of economic development in many regions of Russia. There is, therefore, a need to analyze the problems of management of regions' industrial development and develop effective tools of industrial policy.
     Objectives In the Sverdlovsk region, its industrial complex is currently the structure-forming branch of the regional economy. The concentration of industrial production in the territory of the region is four times higher than the Russia average indexes. The goal of this work is to study the mechanisms used, to analyze the existing instruments of industrial policy and to assess their effectiveness in terms of systematic and integrated approaches.
     Methods On the basis of system analysis, the author examines the characteristics of the current stage of regional industrial policy in the Sverdlovsk region, considers the tools and mechanisms for its implementation, such as government programs, project approach, regulatory and legal framework, public-private partnership in the field of creation of industrial parks, support of the exhibition and fair industry companies, staffing challenges of the industry.
     Results The author identifies the reasons for the lack of system-forming foundation of the regional industrial policy in the form of a regional law. This is due to the imperfection of the federal legislation. At the same time, the absence of regional legislation reflects a lack of a clear vision for the strategic vision and objectives for the development of the industrial complex of the region. This, in turn, reduces the effectiveness of the implementation of the industrial policy of the region.
     Conclusions and Relevance The author draws conclusions on the necessity of an integrated approach and the use of a wide range of tools of industrial policy in the Sverdlovsk region.
