System of targeted food aid: opportunities and prospects

In this article the methodological basis of the implementation in the Russian Federation of the system of the address (target) food aid to socially vulnerable layers of the population are considered. The criteria and principles of functioning of this system, determined by its shape are allocated. The method was developed for the economic substantiation of the effectiveness of the system and the optimal size of the food aid in terms of value based on the use of the level of the monthly expenses of the population for the purchase of food supply, the amount of monthly cash income per capita, the annual volume of production of agricultural products in the region.
