The article is devoted to the results of empirical study of regional innovation projects at early stages of development (pre-seed, seed, startup). The main identified issues of development are following: lack of commercialization vision of innovative projects, deficit of resources available for market research and lack of commercialization skills at established technology transfer offices in Russia.
