Incomes of population and social policy in the Volgograd region: comparative analysis

The tendency of accelerated welfare payment rising in the structure of the population’s income in the Volgograd region is described. It leads to reduction of living standard inequality, but on the other hand, it reduces opportunities of the consolidated region’s budget for government business support and development of social infrastructure, stimulates dependence and paternalism in the housekeeping behaviour.
