Evolution of formation of socially focused state regional policy is investigated, transformation of forms, methods and tools of state regulation of national economy with reference to level of federal district is considered. Recommendations about working out of the concept of social and economic development of federal district Russian Federation are made, possible directions of increase of productivity of the territorial target programs realized in federal districts of Russia are formulated.
