In article are investigated problems of development of a labour market of backward depressive region of Siberia - the Republic of Tyva, having one of the highest rates of unemployment. Authors state bases of the modern Concept of social policy in Tuva regarding regulation of sphere of employment and formation of personnel potential of region. The basic ways of the decision of problems of employment in the conditions of realisation of large investment projects, the forecast of development of a labour market in the long term till 2020 are offered.
