Importance The article focuses on the creation of models to conduct a feasibility study of a possible usage of new and traditional technologies, and evaluate whether research, designing and experimental work is possible during the given period of time, especially under the risk.
Objectives We devise a methodology for managing high-tech production throughout stages of S&T resource generation, and demonstrate its use in practice.
Methods The research relies upon an inductive framework of the self-organization principle. It is based on a simultaneous application of the induction and self-organization principles. Drawing upon this principle, we form a model for managing high-tech production.
Results We formulate the methodology for managing high-tech production throughout stages of S&T resource generation. It rests upon the inductive principle of the self?organization and multicircuit model. We present the structure and key components of the methodology and give a practical example of its use throughout stages of technological design of high-tech products.
Conclusions and Relevance The proposed methodology can be used in certain technological areas so as to ensure the predictability and stability of high-tech production programs, and mitigate their implementation risk. The findings can be useful to outline and implement long-term programs for complex technological and technical systems development. They also can serve to determine the way of ensuring the sustainable development of the systems for socio-economic development of the country, defense and national security of the Russian Federation.
