Importance The article discusses the nexus among the development of the national innovative system, science and education.
Objectives The research advocates for more efficient use of achievements of the Russian science and education notwithstanding that their finance is declining. This will help Russia to find an innovative path of its development as quickly as required in legislative documents.
Methods The article relies upon methods of logic and historical study, forecasting, analysis and synthesis. I provide the rationale for conditions that would allow for more intensive and cost-effective development of science and education. In this respect, I propose a set of measures in line with the fourth technological mode and accelerated creation of the innovative system in modern Russia.
Results I demonstrate the direct relation of effective development of science and education and development pace of innovative systems in new economy, illustrating Russia and some foreign countries. The article provides my recommendations on how to expedite the creation of large-scale innovative system in Russia that would comply with requirements of the new economy of the sixth technological mode.
Conclusions and Relevance I prove the need to create conditions for continuing improvement and development of science and education as key sources of high-tech innovation in the Russian innovative system, expedite the origination of the new economy in Russia, technological modes, effective transnational innovative system of the EEU, and make Russia a global leader.
