Importance Currently, the flax industry of Russia is very depressed. Cultivated areas have been significantly reduced, with flax processing plants being closed. Those that are still in operation work on tolling terms, generating no income for the country. However, the global market of linen fabrics is growing sustainably, thus making the recovery of the national flax production reasonable and opportune need. Objectives The research reviews the current situation in the flax industry of Russia and analyzes causes of its decay. I propose a working scenario of the industry revival. Methods The article compares and analyzes statistical indicators of economic operations of flax producers in the country. Results The low mechanization level of enterprises and absence of the assured distribution market were proved to lead the flax industry to decay. The State should support flax producers in a different way. I analyzed military and political relations between Russia and the USA, hereby formulating an innovative method to use linen fabrics for military gears in the Russian army. Conclusions and Relevance The article concludes what caused the crisis in the national flax industry, refers to statistical data on the flax industry within 1990 through 2015. Illustrating the previous governmental programs for support to Russia’s flax industry, which were not fully implemented, I provided the rationale for changes in the way the State supports agricultural producers. The article presents the innovative method to use linen products in the defense and law enforcement agencies of the Russian Federation.
