Sustainable development of the Russian Arctic is a priority of the State

Importance The article examines the implementation of the sustainable development concept that originated as part of the UN activities in relation to the Russian part of the Arctic.
Objectives The research identifies deterrents to the concept of sustainable development in the Arctic zone of the Russian Federation and formulates our recommendations to optimize socio-economic policy of the State in the region.
Results The Russian doctrine documents and experts fail to precisely define the sustainable development concept. Furthermore, there can be seen the Arctic zone development trends that constrain the implementation of sustainable development plans. The Russian Federation has no effective legislative framework for environmental protection in the Arctic zone of the Russian Federation. Welfare difficulties relate to worsening human resources due to unfavorable demographic situation, pending problems of local peoples.
Conclusions and Relevance The State policy should pursue conditions for investment influx, renewal of fixed assets and infrastructure in Russia as a whole, rather than the Arctic only. It is necessary to specify the principles of sustainable development existing in the UN and the Arctic Council and outline our own concept at the doctrine level. Russia should opt for the systemic principle instead of dispersing work in the Russian Arctic zone under other governmental programs. Mechanisms for implementing the State policy should make the public-private partnership model attractive and ensure the influx of unmanned technologies, system of environmental risk insurance, principle of co-governance with local peoples, human resources, development of locals' professional training system, adaptation of foreign experience in the Arctic development.
