Importance The article discusses the formation of a new framework for export supply of the Russian fuel and energy resources to global markets.
Objectives The research devises approaches to forming a new information contour to manage the fuel and energy sector of Russia and ensure coordinated stewardship of fuel and energy supply to global markets.
Methods The research analyzes new requirements for the fuel and energy sector to operate in Russia and provides a rationale for implementing a quasi-integrated information system for managing the sector, using agent-based models. We suggest inventing a set of agent-based models to perform a situational analysis and review the Russian companies that play a critical role in export of oil, petroleum products, natural and liquified gas, electricity for consolidation of investment resources.
Results We propose a comprehensive solution in relation to structural and functional organization of the implementation of corporate strategies so to enhance export supply of fuels and energy resources as part of algorithms to coordinate individual, group and team behavior of agents in global markets.
Conclusions and Relevance As a systemic result of the development, there should be an ongoing dynamic analysis of various agents of the operational environment of Russia's fuel and energy sector in line with the structure and targeted configuration of cooperation ties as part of the EEU. The management technique is supposed to become a part of techniques to manage fuel and energy sectors of Russia and other countries of the EEU.
