Economic conditions for international tourist destinations formation in Russian regions

Subject The article addresses the potential assessment for formation of international tourist destinations in certain subjects of the Russian Federation.
Objectives The objective of the study is to analyze economic conditions in those regions of Russia, which attract significant number of foreign tourists and become international destinations.
Methods We reviewed statistical data to distinguish regions with over 1% of foreign tourists of the total flow, ranked the subjects of the Russian Federation by a number of indicators reflecting material well-being of the population and innovation activity.
Results Twelve Russian regions, which attract significant flows of foreign tourists, are characterized by favorable economic conditions. As a rule, they are distinguished by significant gross regional product (in absolute figures and per capita), high household income, remarkable innovation activity, etc. These regions are located in all Federal Districts, except for the North-Caucasian one.
Conclusions Some regions of Russia have conditions for international tourist destinations formation owing to high number of foreign tourists and favorable economic environment. These destinations are important not only for generating additional income and enhancing the competitiveness of the domestic tourism industry, but also for attracting foreign investment and achieving geopolitical goals. To develop international destinations in regions, it is necessary to perfect State programs and strategies aimed at tourism development. The paper includes relevant recommendations.
