Development of human resource capacity in the system of regional resource centers

Subject Interaction and management relations between the participants of educational process, generated through a network of regional resource centers in management training, are the subject of the research.
Objectives The article aims to develop organizational and managerial regulations on formation of a network system of regional resource centers to prepare human resources for the development of the national economy; develop a model of reproduction of staff capacity within the network of the learning process; elaborate an integration mechanism of interaction of the major participants in the educational process.
Methods Principles of systems analysis, abstract-logical and analytical research methods, as well as scientific generalizations were a methodical basis of the work.
Results We present a level-based model of human resource capacity reproduction in the system of regional resource centers, a mechanism of interaction of regional resource centers with educational space subjects, and the expanded responsibilities of regional resource centers in the field of personnel potential.
Conclusions and Relevance The results obtained contribute to understanding the role of the State in shaping the country's human capacity development, and approaches to the organization of the educational process for management training. Individual theoretical provisions of the article can be taken into account in the formulation of regional policies on the formation of human resources capacity.
