Subject The article discusses the issues of motivation of government employees of the Russian Federation during crisis.
Objectives The paper aims to assess the motivation of civil servants of the Russian Federation during crisis, the problems and causes, in particular, and develop detailed arrangements for the motivation management.
Methods For the study, I used abstract-logical, monographic, and calculation and constructive methods.
Results I evaluated and clarified the notion of public servant. Having studied the motives of civil servants, domestic legal acts, various surveys, and the views of civil servants, I compiled my own list of reasons underlying the motivation problems of Russian civil servants. I assessed the measures to address these problems, planned by the State, proposed by scientists and State officials, including the foreign experience. So I propose detailed measures to address the causes and consequences of the problems of motivation of civil servants.
Relevance The introduction of these measures will improve the quality of governance, the economic results, and social climate in our country. The results of the research can be used in all public services of the Russian Federation.
