Results of intellectual activities as an important target of performance-based planning of innovative and technological support to defense and security of the State

Importance Innovative development of the Russian economy may be possible only when results of intellectual activities are generated and effectively used. Domestic entities, including the defensive ones, have been demonstrating a decline in their innovative activities for the recent two decades. Therefore, it remains a live topic to create a good system for managing results of intellectual activities at each stage of their life cycle.
     Objectives The objective of the research is to substantiate a vital need to integrate a system for managing results of intellectual activities into the mechanism for performance-based planning and managing innovative and technological support to defense and security of the State. To reach this objective, we address the following issues: to regulate the category of results of intellectual activities; to analyze stages of their life cycle; to find ways for more effective management of results of intellectual activities.
     Methods Based on a comprehensive analysis of the life cycle stages of results of intellectual activities, we substantiate a conclusion on the need to consider them as targets of performance-based planning by using the relevant methodology, with its main principles and contents presented in the article.
     Results The civil law framework of concepts regards results of intellectual activities as a type of civil rights. To prove that methodological tools of performance-based planning should be applied to results of intellectual activities, we formed a conceptual model of their life cycle. We also examine necessary activities and measures to more effectively manage titles for results of intellectual activities, which should be performed for successful socio-economic development of the Russian Federation, increasing the competitiveness of the military-industrial complex.
     Conclusions and Relevance If results of intellectual activities are regarded as targets of performance-based planning using the relevant methodology, it will stimulate the return on the State funds allocated for R&D and ensure interests of the Russian Federation in international cooperation and public-private partnership projects.
